ROLE of the POSITION

Reporting directly to the Associate Vice President for Enrollment Management, the Director of Academic Operational Compliance and Reporting (DAOCR) is responsible for UNLV’s compliance with Title IV federal and state aid regulations.  The DAOCR is a subject matter expert in the management of federal financial aid policy, regulation and compliance and develops and directs policy and compliance processes for the Office of Financial Aid & Scholarships (OFAS) and other areas on campus as it relates to federal financial aid compliance. This position actively participates in the local, state, and national discourse surrounding financial aid and its relevance to higher education and both consults for and receives consultation from other experts nationally. 

The DAOCR is also expected to collaborate with leaders in both academic and support units in planning, developing, and coordinating of efforts regarding other areas of educational compliance, including, but not limited to; FERPA (and serve as the University’s FERPA Officer), advising UNLV leadership regarding compliance procedures and policies, educating & training the UNLV community, and implementing & maintaining policies and procedures when the business of UNLV extends outside of the state of NV and/or into another country. In particular, the areas the DAOCR is responsible for achieving and/or maintaining compliance are: State authorization reciprocity agreements (SARA), online professional programs leading to licensure that are offered outside of Nevada, field placements of students outside the state of Nevada, as well as input into policies and procedures that need to be in place when UNLV offers online education to students residing in foreign countries. Failure of the DAOCR to lead the University in the direction to adhere to both State and Federal laws in this regard can cause UNLV to be sanctioned up to the point of losing Title IV funding and could jeopardize the institution’s accreditation status. In addition, the DAOCR is responsible for the implementation of assessments and evaluations of the office activities and serves as a liaison with relevant entities within and outside the institution.

Internally, the DAOCR is responsible for building support for education & training so that units opt in for professional development opportunities that update the UNLV community regarding roles and best practices related to the needs of this area of compliance. 

Externally, the DAOCR is responsible for building bridges with policy agencies, governing boards, etc., in order to accurately communicate the ways in which the University is complying with regulations and to collaborate and provide input on potential changes to relevant regulations and the impact those changes represent for the University.

The DAOCR oversees compliance processes in support of UNLV Top Tier values that encompass a comprehensive commitment to student service and fulfillment of institutional enrollment goals.  A collaborative partner in Enrollment Management (EM) and a full-participant on the EM Leadership team, the DAOCR must carefully construct and recommend policies, processes and  resources that deliver optimal service and support throughout the campus community, including, but not limited to: current and future students and their families. 

The DAOCR consults as needed with its direct supervisor on a regular basis, but consultation will be necessary with staff from the Sr. Vice Provost, and peer colleagues within the EM leadership team, the Provost’s Office, and finally faculty and staff from across the university and with NSHE.  Further, this position collaborates with colleagues within the UNLV School of Medicine, UNLV School of Dental Medicine, the UNLV William S. Boyd School of Law, the Graduate College, the Office of Human Resources, the UNLV Philanthropy and Alumni Engagement, and the Athletics Department to ensure timely, accurate, and federally compliant financial aid procedures are provided across the organization.  The DAOCR provides collaborative support to academic departments, faculty and staff initiatives, and serves as the resident expert on financial aid and federal compliance for inquiries, process development, and procedural audits and annual reports.

The DAOCR will conduct regular internal audits on areas that have procedures established the university, including by NSHE, NDE, the US Department of Education and other entities that conduct compliance checks. These areas can include, but are not limited to Return to Title IV, Financial Aid Verification, Financial Aid Professional Judgement, Financial Value Transparency and Gainful Employment, Nevada Residency for Tuition Purposes, Undergraduate and Graduate Admission decisions, program licensure disclosures and attestations, and FERPA. Additionally, the DAOCR will be responsible for the final review and approval of reports to Federal and State entities related to annual reviews, including, but not limited to the FISAP, the NSHE Data Report and other various reports compiled and submitted annually. 

The DAOCR should expect to work irregular hours, occasionally including nights and weekends and be prepared to travel both in and out -of -state as necessary and should possess a valid Nevada Driver’s License.

Like all AA leaders, this position plays a crucial role in enrollment growth, removing barriers to student success, ensuring inclusive and equitable access to resources, working to eliminate achievement gaps, and providing outstanding services and support to students across the lifecycle. By addressing systemic obstacles and implementing strategic services, programs, and support, this position will meaningfully contribute to the institution's commitment to expand access, grow enrollment, and promote career-ready student success that leads to timely graduation.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s Degree from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA) and 5 - 7 Years of Related Professional Experience and 3 – 5 Years of Supervisory Experience. Credentials must be obtained prior to the start date.

Minimum 5 years’ experience in comprehensive financial aid administration, with emphasis on Title IV compliance in program fund awarding, verification, disbursement, accounting and reconciliation, and including development and implementation of compliance-driven policy, procedures, awarding, reporting and auditing.

Minimum 3 years as key leadership representative responsible for ensuring compliance with all current laws, regulations, and policies governing the federal student aid programs.  Prefer experience with the establishment of appropriate university processes, controls, and direct interactions with auditors to discuss/defend observations.

PREFERRED QUALIFICATIONS

Master’s Degree from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA). Credentials must be obtained prior to the start date

Experience that includes leadership of financial aid operations for a large institution with designations such as R-1, MSI and/or HSI, a diverse student body, and institutional complexity, such as extensive graduate programs and professional schools of medicine, dental or law.
