Requirements
  • Bachelor's degree in operations research, applied mathematics, statistics, engineering (Systems or Industrial), computer science, or other relevant field.
  • Minimum of eight (8) years of relevant Operations Research Analyst experience.
  • Strong background in data science, business analysis, and/or operational readiness.
  • Experience briefing and interfacing with the most senior levels of the military such as the Headquarters Department of the Army, Major Army Commands, or Army Service Component Commands.
  • Demonstrated experience in using the tools of operations research, specifically the application of systems analysis, simulation & optimization, probability and statistics, data and mathematical analysis during a project.
  • Experience building, evaluating, and modeling modernization, resourcing, equipment distribution, and readiness.
  • Expertise with R, SAS, Qlik, Tableau, and other applicable software and platforms.
  • Demonstrate knowledge and experience in identifying and solving real-world problems in areas such as capital investment, decision analysis supporting a business unit, system design and engineering, linear and non-linear programming and trend/predictive analysis.
  • Experience applying analytic techniques such as statistical analysis, forecasting and measurement to effect analyses (e.g. ANOVA, Multiple Regression), cost analysis, flow modeling, forecast modeling, linear programming, simulations and queuing theory, and business reengineering/IDEF modeling.
  • Possess the ability to collect and organize information from a variety of sources, such as databases, sales histories, and customer feedback.
  • An active Secret clearance.
Responsibilities
  • Conduct and interpret survey data from workers involved in all aspects of a problem and involve others who have specialized knowledge, so that they can help solve the problem.
  • Determine what is relevant to a problem and what methods might be used to analyze and brief pertinent data to senior leaders (O6-GO/SES).
  • Use statistical analysis, simulations, predictive modeling, or other methods to analyze information and develop practical solutions to business problems.
  • Develop study plans, perform analysis for which precedents are minimal, document approach and findings, and brief senior leaders on recommendation.
  • Conduct data collection and apply innovative analytical techniques.
  • Analysis will include areas of Army science and technology objectives, Capability Based Assessments (CBA’s) and risk management, Analysis of Alternatives (AoA’s), Army costs and benefits, and shall frame analysis issues, review policy and procedures and review the conduct of materiel affordability and investment analyses.
  • Generate ideas for studies and approaches in relevant subject areas.
  • Review, analyze and provide recommendations pertaining to the modeling and simulation analytical tools and efforts.
  • Assess a full range of plans and programs within the JCIDS process to include strategic direction, concepts and doctrine, force development, force modernization, materiel requirements, and force readiness.
  • Guide and quality control work of the ORSA.
  • Other duties as assigned.
Desired Qualifications
  • Successful completion of the below schools, courses, and/or degrees: Army War College.
  • Army Command and Staff College/Integrated Logistics Experience (ILE).
  • ORSA MAC.
  • Acquisition Training.
  • Master’s Degrees in Analysis, Systems or Industrial Engineering, Math, Statistics or other related disciplines.
  • Former military service, preference service with the Army.
  • Experience with Army Acquisition, including procurement methods.
