Hourly Rate:  $30.94 - $47.30 

FLSA Status:  Non-Exempt

The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

DEPARTMENTAL INFORMATION

The Property Technician II position is in the Right-of-Way Group, Infrastructure Project Management Section. The position researches, negotiates, and acquires easement rights and property generally related to General Obligation (GO) Bonds. The responsibilities include property title research, plotting legal descriptions, and reading and comprehending right-of-way and construction plans. Also, the person holding this position is required to maintain professional communications with key stakeholders including but not limited to property owners, right-of-way acquisition contractors, survey contractors, project managers, legal representatives, land appraisers, and architecture and engineering firms. 

JOB SUMMARY

This position is located in Project Management Division of the Public Works Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Property Technician II must possess knowledge of the legal guidelines, code, ordinances, City policy, and administrative procedures that govern the acquisition, lease, and/or utilization of public and private property. Essential job functions include: making determinations of property dispositions and/or ownership, applying working knowledge of legal guidelines to acquire and/or dispose of City or private property; negotiating values for property acquisitions; planning and organizing duties related to property acquisition; facilitating the procurement, compilation, and processing of acquisitions or dispositions of property; maintaining accurate work records for property utilization and contracts; determining (occasionally required) the nature and extent of proposed land acquisitions by performing research to determine monetary charges to be levied to property owners; performing county records research to establish legal ownership and equitable interest in properties and reviewing research complied by Property Technician and administrative staff. The work frequently involves extensive public contact. Well-developed skill in verbal and written communication, the ability to communicate with tact and diplomacy is necessary to attain full agreement with property owners and various City and County officials. Assignments are both general and specific in nature and may be received in verbal or written form. The work product is periodically checked while in progress by the immediate supervisor and is reviewed upon completion for accuracy of final results. 

VETERANS PREFERENCE

JOB REQUIREMENTS 

• Minimum of two (2) years of experience in acquiring or disposing of property.
• Knowledge of acquisition and/or disposal of City or private property.
• Knowledge of current legal guidelines and procedures used to acquire and/or dispose of City or private property.
• Skill in maintaining a routine with frequent interruptions.
• Skill in oral and written negotiations with property owners.
• Skill in verbal and written communication.
• Skills in basic property and land research and investigative skills.
• Ability to communicate with tact and diplomacy when relating to others.
• Ability to comprehend and explain technical information to the public.
• Ability to comprehend effects and ramifications of property transactions and keeping accurate records.
• Ability to make independent determinations of property disposition and/or ownership.
• Ability to read/utilize maps and interpret legal documents.
• Possession of a valid Driver License (Operator).

• Experience in property title research.

However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.  

PHYSICAL REQUIREMENTS 

• Near vision enough to read and review written communications such as maps, legal descriptions, contracts, etc., and to determine the location and condition of property.
• Far vision enough to operate vehicles and assess objects at a distance while conducting
• inspections.
• Speech and hearing enough to communicate in person, by telephone, and two-way radio.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.
