Requirements
  • Completion of a university or college civil engineering program or a combination of education, training and experience deemed equivalent.
  • P.Eng. or C.E.T. designation would be considered an asset.
  • Minimum eight (8) years of experience in the civil and utility industry with direct involvement in utility design, construction, contract and project management for works within municipal road rights-of-way.
  • Experience and knowledge of civil and utility infrastructure design, construction and traffic management planning.
  • Experience and knowledge of light and/or heavy rail that operates within municipal road rights-of-way considered an asset.
  • Working knowledge of Geographic Information Systems (GIS) software is considered an asset.
  • Familiarity with Municipal Public Utility Coordination Committees is an asset.
  • Knowledge of AFP (Alternative Financing project would be considered as asset.
  • Project Management Professional (PMP) certification or partial completion is an asset.
  • A valid Ontario Driver’s License (Class G) is required.
  • Project management experience to manage assigned projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out.
  • Organizational, time management, interpersonal and oral/written/presentation communication skills to coordinate complex projects under pressure to meet schedule and budget commitments.
Responsibilities
  • Lead a multi-disciplinary team of Metrolinx staff, technical advisors and contractors in the review and approval of third party projects that are primarily situated within municipal road rights-of-way and also within, or adjacent to, existing and planned rail corridors, from the pre-application consultation phase, through to project completion, with or without staff delegation.
  • Review and evaluate Metrolinx and third-party project plans, studies, reports, construction schedules, transit operating schedules and contract documents, to meet established policies, procedures and standards.
  • Ensure that third party project designs and work plans conform and comply with relevant Metrolinx guidelines, requirements and standards to protect for the safety and integrity of active heavy rail and LRT Right-of-Row corridors, and do not negatively impact the design and delivery of new Priority Transit Projects, such as the Hamilton Light Rail Transit, Ontario Line, Scarborough Subway Extension, Yonge North Subway Extension and the Eglinton Crosstown West Extension.
  • Represent Metrolinx and liaise with municipal staff and members of Public Utility Coordination Committees with respect to capital infrastructure coordination / capital planning, and the municipally administered road cut and road occupancy permit processes, and the like.
  • Ensure accurate and timely participation of Metrolinx reviews and responses to third party capital projects via the municipally governed absence of conflict and permitting processes, such as the Municipal Consent Requirements process.
  • Track established key performance indicators (KPIs) for performance measurement and management purposes using EGIS and other software applications.
  • Envision project scope of work, initiate, prepare and present for execution, terms of reference and subsequent addenda for agreements governing the engagement of consultants.
