Requirements
  • At least 5 years of hands-on experience with United States export controls, specifically International Traffic in Arms Regulations and Export Administration Regulations compliance in an aerospace, defense, or dual-use technology environment.
  • Demonstrated experience preparing and managing Directorate of Defense Trade Controls and Bureau of Industry and Security license applications, Technical Assistance Agreements, and Manufacturing License Agreements.
  • Strong working knowledge of the United States Munitions List, Commerce Control List, and related control lists.
  • Experience conducting Export Control Classification Number classifications and commodity jurisdiction determinations.
  • Familiarity with restricted-party screening tools and processes, including the Specially Designated Nationals list, Denied Persons List, and Entity List.
  • Must be a United States Person as defined under the International Traffic in Arms Regulations, specifically a United States citizen or lawful permanent resident.
  • Bachelor's degree in International Trade, Law, Business, Engineering, or a related field.
  • Ability to work in a standard office environment and perform computer-based work for extended periods.
  • Ability to communicate clearly and effectively in person, by phone, and through virtual communication platforms.
  • Ability to review, analyze, and interpret detailed technical, legal, and regulatory documents accurately.

Responsibilities
  • Prepare, submit, and manage export license applications, Technical Assistance Agreements, Manufacturing License Agreements, and other authorizations with the Directorate of Defense Trade Controls and Bureau of Industry and Security.
  • Maintain a comprehensive license tracking system and ensure timely renewal, amendment, and closure of all authorizations.
  • Conduct commodity jurisdiction and Export Control Classification Number determinations for hardware, software, data, and technology.
  • Develop, implement, and continuously improve the Export Compliance Program, including policies, procedures, and internal controls.
  • Conduct periodic compliance risk assessments and internal audits to identify and remediate gaps.
  • Manage and maintain Technology Control Plans for foreign national access to controlled technology.
  • Prepare and submit voluntary self-disclosures for potential violations in coordination with legal counsel.
  • Design and deliver International Traffic in Arms Regulations and Export Administration Regulations awareness training for employees, contractors, and partners.
  • Serve as an internal resource for export control questions and foster organizational compliance.
  • Screen customers, suppliers, partners, and foreign nationals against United States government restricted-party lists.
  • Support new business development by providing export control due diligence on proposed transactions, partnerships, and collaborations.
  • Support mergers, acquisitions, and investment activities with export control due diligence analysis.
  • Serve as the primary point of contact for the Directorate of Defense Trade Controls and Bureau of Industry and Security on license applications, voluntary disclosures, and compliance audits.
  • Monitor regulatory developments and propose program updates reflecting changes in export control and related regulations.
  • Partner with engineering, supply chain, operations, human resources, and business development teams to embed compliance into business processes.
  • Advise on the design of physical and logical access controls to protect controlled technical data.
  • Collaborate with legal counsel on compliance matters, contracts, and international transactions.
Desired Qualifications
  • Juris Doctor or advanced degree in a relevant discipline.
  • Certified United States Export Compliance Officer or equivalent professional certification.
  • Active or clearable United States Secret security clearance.
  • Prior experience in the electric vertical takeoff and landing, unmanned aerial vehicle/unmanned aircraft systems, or advanced air mobility sector.
  • Familiarity with the National Industrial Security Program and Defense Federal Acquisition Regulation Supplement cybersecurity requirements.
  • Experience with export management systems such as Visual Compliance and Descartes MK Denied Party Screening.
  • Experience in international business development or transactions, particularly in Europe, the Middle East, or the Indo-Pacific.

Heven AeroTech has appointed Lexi Alexander as chief growth officer to lead operational scaling and international expansion. Hydrogen-powered Z1 UAS enters U.S. Army acquisition pipeline. Heven AeroTech has secured a Basic Ordering Agreement (BOA) with the U.S. Army Contracting Command - Redstone Arsenal for its Z1 hydrogen-powered unmanned aircraft system and supporting hydrogen generation systems. Hydrogen-powered Z1 enters Army acquisition pipeline. Effective January 2026, the BOA establishes a streamlined contract vehicle for Army units to acquire the Z1 and associated hydrogen infrastructure through the U.S. Army UAS Project Office. The agreement leverages the Z1's status as a Blue UAS Select platform, aligning the system with Department of Defense requirements for secure, domestically aligned unmanned aircraft. "This agreement represents an important step in reducing procurement friction for Army units seeking advanced UAS capabilities," said Michael Buscher, Heven AeroTech President of U.S. Operations. "Hydrogen-powered systems offer extended endurance, logistical flexibility, and reduced dependency on traditional fuel and battery supply chains." Focus on long-endurance UAS operations. Heven AeroTech positions the Z1 as a hydrogen-powered, runway-independent drone engineered for mission-critical missions that require long endurance and flexible payload options. Hydrogen fuel supports extended flight times compared to conventional battery-powered platforms and enables rapid refueling through dedicated hydrogen generation systems in the field. The BOA is intended to support rapid deployment, technology maturation, testing and evaluation, system integration, fielding, sustainment, and modernization of Z1-based UAS capabilities across Army units. According to Buscher, "Through this BOA, we are positioned to provide Army units with a pre-negotiated acquisition pathway to Heven's systems, enabling faster procurement and accelerating our ability to support evolving mission requirements with resilient, domestically aligned technology." The agreement aligns with the Administration's Executive Order on "Unleashing American Drone Dominance," which emphasizes strengthening U.S. drone capabilities and the domestic industrial base.
