Requirements
  • At least 5 years of experience in contract administration.
  • At least 3 years of management or supervisory experience.
  • At least 5 years of experience with state and local regulatory frameworks and client procurement requirements.
  • At least 3 years of experience leading and writing business and price volume proposals.
  • Experience supporting multiple-award schedules, indefinite-delivery/indefinite-quantity contracts, Governmentwide Acquisition Contracts, or Blanket Purchase Agreements.
  • Experience working with commercial clients, United States government agencies, and state and local clients.
  • Working knowledge of the Federal Acquisition Regulation and other federal regulations.
  • Relevant computer proficiency, including Microsoft Word, Excel, and PowerPoint.
  • Ability to build business relationships with internal and external customers.
  • Ability to provide guidance and advice to project teams and the contracts team.
  • Strong analytical and problem-solving skills.
Responsibilities
  • Independently handle multiple proposal negotiations, contract awards, and administration of the resulting contracts.
  • Establish effective working relationships with senior account leaders and program team members, and translate strategic and operational goals into effective contracting practices.
  • Independently develop business and price volumes that address requirements and mitigate risk consistent with business practices, company policies, and government regulations.
  • Assess critical contract obligations and provisions, including gaps and risks.
  • Advise on contract revisions to better meet client and company needs.
  • Notify management and program management of potential non-compliance and other problems that could adversely affect the company, including advising on contractual rights and obligations and interpreting terms, conditions, and government regulations.
  • Coordinate agreements and other contract and legal documents with accounting, legal, tax, and other corporate functions.
  • Manage and review work products in a changing environment across diverse markets.
  • Maintain a portfolio of active projects.
  • Delegate workload among assigned team members to support proposal and program teams effectively and efficiently.
  • Lead business volume reviews to ensure team compliance with solicitation requirements and corporate policies.
  • Provide leadership and oversight to develop assigned team members' negotiation, cost and price proposal, and contract administration skills.
  • Maintain contract documentation in accordance with established company practices.
  • Handle multiple priorities independently and effectively.
Desired Qualifications
  • Certified Federal Contracts Manager or Certified Professional Contracts Manager certification.
