Job Description
The City of Sunbury is seeking a qualified and motivated individual to serve as Engineering Technician. This full‑time position, reporting to the City Engineer, supports the Planning and Engineering Department by performing a wide range of engineering, construction administration & inspection, and project management responsibilities.
Responsibilities:
- Manages public and private Construction Services (e.g., oversees administrative tasks and contracts; assigns and directs work; provides guidance and support); assists City Engineer when necessary; maintains records in accordance with established procedures.
- Applies standard engineering principles, prepares material estimates, and schedules project phases to align with legislative meetings.
- Assists with public meetings, develops plans and contract documents, and participates in contract bidding and award processes.
- Manages construction for capital improvement programs, drafts correspondence, and leads preconstruction and progress meetings.
- Verifies pay applications, prepares and approves change orders, and acts as a liaison between the public and contractors.
- Administers contracts and oversees the capital improvement program, right of way, and development projects to ensure compliance with project plans and specifications.
- Coordinates annual warranty inspections, reviews daily inspection reports from consulting inspectors for consistency and uniformity, prepares inspection reports for internally inspected projects, and monitors project budgets, purchases, and payments in relation to completed work and project timelines.
- Conducts bid responsibility review in coordination with Finance personnel (e.g., equipment coordination and availability, labor force availability vs. existing contracts, claims history and prevailing wage violations); performs contractor evaluations and assists with engineering consultant evaluations.
- Investigates resident and developer requests for service (e.g., performs technical research; search for infrastructure maps/GIS information; drafts written responses and provides telephone responses concerning infrastructure, traffic, drainage, and other related issues).
- Reviews surveying, design, drafting, and cost estimates for engineering projects related to capital improvement projects related to street improvements, stormwater, sanitary sewer, and water.
- Maintains licenses and certifications as required.
- Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
Qualifications
Required Qualifications:
- A bachelor’s degree in construction engineering or a related discipline from an accredited four-year institution, along with a minimum of two (2) years of relevant experience; or an associate’s degree or equivalent from an accredited two-year college or technical school, with at least four (4) years of progressively responsible related experience.
- Evening and occasional weekend availability; required.
- ADA certification; LPA certification or ability to complete within 2 years of hire; required.
- Desired: PMP, CPII, Flood Plain Manager, Sediment & Erosion Control or Stormwater.
- Demonstrates continued education in construction and engineering.
- Demonstrates regular and predictable attendance.
- Carry out detailed but basic written or oral instructions.
- Interpret a variety of instructions in written, oral, picture, or schedule form.
- Demonstrates the ability to apply skills involving multiple variables within familiar contexts.
- Apply management principles to solve problems.
- Exercise independent judgment and discretion.
- Add, subtract, multiply, and divide whole numbers.

Pay Range: $24.00 - $32.45 per hour (pay is based on experience, skills, and qualifications)
