Brazil accuses World network of illegally collecting iris biometrics of 400,000 people, demands compensation of at least 240 million reais. By: rootdata | 2026/07/26 14:02:00 Coin Circle (120btC.coM): The São Paulo State Prosecutor's Office (MPSP) has filed a public civil lawsuit this week against Tools for Humanity Corporation, co-founded by Sam Altman, and has also named Amazon's AWS Serviços Brasil as a defendant, accusing both companies of illegal activities in collecting iris biometric data from consumers in São Paulo. The prosecution is seeking collective damages for mental distress of at least 240 million reais (approximately 47 million USD) and is requesting the court to permanently prohibit the defendants from exchanging iris data for monetary compensation. Patrícia Leitão, a prosecutor from the 4th Consumer Protection Prosecutor's Office handling the case, has requested a "preliminary injunction," asking the court to immediately order the preservation of all data, records, and metadata related to the processing of iris data, and to compel the defendants to submit contracts and technical reports regarding data storage. She also seeks to clarify which company within the Amazon group is actually responsible for hosting this data and argues that any form of monetary or other benefits in exchange for new iris collections should be suspended until judicial appraisal is completed. 400,000 people exchanging iris for cash, targeting subway stations and citizen service centers. According to investigations, over 400,000 Brazilians have exchanged their irises for monetary compensation ranging from R$300 to R$700. The collection sites are concentrated in suburban areas and high-traffic zones, particularly near subway stations and the Poupatempo citizen service centers in São Paulo, with a focus on socio-economically disadvantaged groups. The MPSP also pointed out that consumers did not receive clear explanations before consenting to the scans; the prosecution stated, "Consumers did not obtain clear information regarding the economic purposes of this project, the risks associated with biometric data processing, the transfer of data abroad, and the possibility that this information may be stored on Amazon Web Services servers." ANPD had already ordered a ban, "internal benefits" Circumventing regulations. In fact, the Brazilian National Data Protection Authority (ANPD) had ruled on January 24, 2025, that Tools for Humanity must cease exchanging Brazilian people's irises for cryptocurrency or any monetary compensation from that date. The ANPD determined that using cryptocurrency as compensation could undermine the validity of users' consent regarding sensitive biometric data, particularly concerned that monetary incentives could distort the judgment of vulnerable groups, and once the iris is provided, it cannot be deleted or reversed. Tools for Humanity's request for reconsideration was rejected by the ANPD, and if they resume collections, they will face a daily fine of 50,000 reais. The MPSP pointed out that despite the ANPD's clear prohibition, the company continued to use the "benefits" within the World App application to indirectly pay for iris collections, effectively circumventing the ruling of the regulatory authority with a different packaging. CPI 161-page report: three major violations as basis for prosecution. Another source of this case is the São Paulo City Council's "Iris Investigation Committee" which conducted a final investigation report on the operation of the World ID project in São Paulo. This committee was established in May 2025 and completed a 161-page report nearly a year later, which was unanimously approved by seven members on April 7, 2026, concluding that Tools for Humanity's operational model poses "high legal, social, and technical risks," and identified serious violations of Brazilian legal order in three areas: personal data protection, consumer protection, and financial system regulation. The report has been sent to the public defender's office and the ANPD, and now serves as a legal weapon in the hands of the MPSP. The business model of exchanging iris for tokens is facing global regulatory tightening. Tools for Humanity, co-founded by OpenAI CEO Sam Altman, uses a spherical scanning device called Orb to collect users' irises, issuing World ID digital identities and WLD tokens, promoting a biometric identity system that "proves you are human." However, this business model has recently faced significant setbacks globally: six countries, including Germany, South Korea, Hong Kong, and Thailand, have imposed bans on the Orb iris scanner; reports indicate that Tools for Humanity announced layoffs in June this year and has been accused of bribing Thai officials and manipulating WLD token prices, with the token's price plummeting 95% from its historical high. Large-Scale Interior Sign Painting for World's San Francisco flagship store. When Tools for Humanity opened the flagship retail location for World at 281 Geary Street in downtown San Francisco, they wanted the space to make an immediate impression. Located just steps from Union Square, the store features soaring walls and an open floor plan designed to welcome visitors into the World ecosystem. To help activate the expansive interior, Maxfield Bala Creative was commissioned to create two large-scale hand-painted typographic installations spanning the primary walls of the retail space. A bold first impression. The concept was simple but impactful. Upon entering the store, visitors are greeted by the word UNIQUE painted at monumental scale across the left wall. Directly opposite, the phrase HUMANS OF SF stretches across the right side of the space. Together, the two graphics establish a visual dialogue across the interior while reinforcing themes of individuality, identity, and community. The oversized lettering was intentionally designed to work with the architecture of the building, taking advantage of the tall ceilings and long sightlines to create an immersive branded environment that can be experienced from multiple perspectives throughout the store. Hand-Painted at architectural scale. Projects of this size require significantly more planning than a typical sign installation. The process began with carefully scaling the artwork to fit the dimensions of the space while maintaining legibility from both near and far viewing distances. Once the layout was finalized, each graphic was transferred, masked, and painted directly onto the walls by hand. Unlike printed graphics or vinyl applications, hand-painted signage becomes integrated into the architecture itself, creating a finish that feels permanent, intentional, and custom to the space. Tools for Humanity was founded in 2019 by Alex Blania with Sam Altman, CEO,OpenAI as the chairman. The company had raised $240 million in late 2024 and had reached a $2.5 billion valuation. It has more than 500 employees. Despite the funding and user growth, Tools for Humanity has struggled to show how the Orb can generate revenue and has faced regulatory pushback in several countries. Kenya has banned World from operating, citing privacy and financial concerns. South Korea has fined the company $830,000 for allegedly violating local privacy law. According to an internal HR email sent to the staff on 8 June,2026, the company was reportedly making "changes to some roles and teams" as it entered the next stage of its strategy. The company has stayed quiet about how many people will be affected. Interestingly, OpenAI, Altman's other company, has reportedly confidentially filed for a US IPO. Business Insider reports that Altman's creepy eyeball-scanning startup, Tools for Humanity, is laying some staff off. The company is best known for World, formerly Worldcoin, a project designed to verify that people interacting online are human, not AI. Its solution to this problem is for people to get their eyes scanned by a somewhat Orwellian soccer-ball-sized device called the Orb in exchange for a unique digital ID code stored on their phone. In theory, this could help filter out annoying AI bots from gaming, social media platforms, or even financial transactions like concert ticket sales. Since launching in 2023, World has failed to reach its ambitious goal of scanning a billion people or about an eighth of the world's population. As of April, the company says it had verified nearly 18 million people via its Orb device. That's less than 2 percent of its goal. Now, it seems the company is shifting strategies. "As we enter the next step of our company strategy and operating priorities, we have made the hard decision to make changes to some roles and teams across the company," Tools for Humanity wrote in an email sent to staff on Monday, according to Business Insider. Tools for Humanity did not immediately respond to a request for comment. Before the restructuring, the company had more than 500 employees, but there have also been major exits in recent months. Earlier this year, Tools for Humanity's Chief Information Security Officer and Chief Architect Adrian Ludwig, as well as its Chief Legal and Privacy Officer Damien Kieran, departed the company. Those exits were preceded by the departures of the company's head of protocol and applied research, head of people, head of talent, and head of device product, according to Business Insider. A former employee told the outlet at the time that challenges with the company's culture and leadership were partly responsible for the departures. The startup raised $115 million in Series C funding in 2023. Since then, it has launched an updated World App with new chat and banking features. In April, the company also announced several integrations meant to bring the World ID protocol to some popular digital platforms. For example, Orb-verified Tinder users can now get a special badge on their profiles. World also announced integrations with Zoom and DocuSign, giving those platforms another way to verify that users are who they say they are. Still, it's no surprise that people aren't exactly running to hand over their biometric data to a Silicon Valley billionaire. Another part of the adoption problem is simply that people have to physically travel to one of the company's verification locations. Several countries have already temporarily banned or launched investigations into the company's biometric technology, citing privacy and data-security concerns. The exact reason for the layoffs is still unclear. But Altman himself has warned that companies are using AI as a convenient scapegoat for layoffs. Tools for Humanity hasn't exactly been a booming business, so we'll be watching to see where the OpenAI CEO places the blame.
