Requirements
  • A bachelor's degree in physical plant administration centered around facility management is required, although experience may be considered in lieu of the degree.
  • Five or more years of related experience and/or training are required.
  • Ability to write reports and business correspondence, effectively present information, and respond to questions from a broad range of stakeholders.
  • Proficiency in standard business software applications such as Excel and Word, with the capacity to learn agency-specific applications as needed.
  • Proven ability to establish and maintain strong relationships with program leadership, staff, external contractors, and business contacts.
  • Solid organizational, multitasking, and delegation skills, with the ability to initiate and independently follow through on facility management issues.
  • Demonstrated ability to make independent decisions, exercise sound judgment in setting priorities, address emerging operational issues, and handle or diffuse time-sensitive or stressful situations.
  • Availability to travel to sites throughout New York City.
  • A valid driver's license is required.
Responsibilities
  • Assist with developing operating standards, protocols, departmental policies, and procedures to ensure compliance with environmental protection, health and safety, Occupational Safety and Health Administration, fire code, building code, and city ordinance requirements.
  • Develop preventive maintenance programs and annual and long-range facility planning strategies, and communicate new or revised plans to relevant stakeholders and internal leadership.
  • Guide the development of corrective action plans for environmental and life-safety deficiencies identified in internal and external audits.
  • Assist with developing evacuation and emergency response plans.
  • Perform on-site residential audits to assess conditions, recommend improvements, and offer cost-effective operational solutions.
  • Assess and monitor furnishings, floor coverings, safety equipment, and general house cleanliness.
  • Assist with identifying building problems and needed renovations by providing technical assistance to facilities management staff.
  • Develop facility and equipment budgets, remain within approved budget guidelines, report costs, and analyze future building-related expenditures.
  • Manage, delegate, and perform facility repairs, preventive maintenance, and inventory control using property maintenance software.
  • Serve as liaison with government agencies, companies, contractors, architects, staff, and administration on technical facilities-management matters.
  • Establish and maintain business relationships with service vendors.
  • Maintain an updated contractor list for construction, landscaping, repairs, painting, furniture, carpeting, equipment, supplies, and other services and goods.
  • Oversee the bidding process, ensure uniform specifications are presented to bidders, evaluate bids, and recommend contract-award vendors.
  • Direct, schedule, and oversee external contractors including electricians, plumbers, roofers, painters, and landscapers.
  • Oversee procurement of goods and services from outside vendors and ensure delivery meets quality and standards.
  • Select products, parts, fixtures, and materials that meet the operating needs of residential programs.
  • Direct, supervise, and evaluate Maintenance staff and ensure staff receive training related to their job tasks and responsibilities.
  • Implement and maintain the facility-management computer-based inventory and work-order tracking system, and review logs and records to maintain workflow and work-progress control.
  • Ensure work-order requests are received and prioritized and that jobs are assigned efficiently and economically within reasonable time frames.
  • Perform the activities of supervised workers as needed.

  • A master's degree is preferred.

OPWDD: Governor Hochul Announces Awards for 'Step-Down' Programs for Hospitalized New Yorkers Living With Mental Illness & Developmental Disabilities

For five years, AHRC New York City has partnered with NYC Health + Hospitals, and now New York State Office of Mental Health and NYS Office for People With Developmental Disabilities to enable people with developmental disabilities, autism and suspected IDD and autism, who have co-occurring mental health diagnoses, to exit unnecessary hospital stays and move into a community transition program, one with intensive clinical and case management supports.
