Requirements
  • Current Security Clearance SECRET
  • A Master of Science or Doctoral degree in Science, Technology, Engineering, or Mathematics, or a training-analysis related subject, OR at least 10 years of recent experience in electronic training systems, training evaluation, training data analysis, and root-cause analysis
  • Working knowledge of basic analysis using tools such as Microsoft Excel, Microsoft Power BI, Qlik, Databricks, Tableau, and/or Python with Pandas, Matplotlib, NumPy, SciPy, Seaborn, etc.
  • Experience drafting U.S. Navy documents and administrative products (instructions, TACMEMOs, publications, naval messages, etc.)
  • At least 4 years of recent experience leading and training functional teams in warfare related topics with responsibility equivalent to Surface Warfare Officer Department Head tour
  • Expert understanding of all tactical warfare publications (NTTPs, NWPs, OPTASKs, TACMEMOs) and at least 4 years' experience in their practical application at sea
  • Working knowledge as a team member using JIRA or similar software for agile team management (preferred)
  • Recent experience working in or with training departments of Afloat Training Group, Surface Warfare Officer School, or major Navy staff (Commander Naval Surface Forces Pacific/Atlantic/Numbered Fleet)
  • Strong understanding of Navy training and qualification systems
  • Experience with combat training continuum development and implementation
  • Demonstrated ability to manage complex training programs and coordinate with multiple stakeholders
  • Knowledge of surface warfare tactics across all mission areas (ASW, SUW, MIW, AMW, IAMD)
Responsibilities
  • Oversee completion and maintenance of SWCTC related instructions and administrative products including level of knowledge databases, program instructions, surface tactical training syllabi, training and readiness matrix instructions, and SWCTC naval messages
  • Assist in development of SWCTC Campaign Plan including major milestones and pilot program coordination with SMWDC HQ, Divisions, PMS339, Commander Naval Surface Forces Pacific (CNSP), and other stakeholders
  • Develop tactical training programs utilizing SWCTC to increase warfighting abilities across all Surface Warfare Areas, following guidance from COMNAVAIRFORINST 3502.1, COMNAVSURFPAC/COMNAVSURFLANTINST 3502.7 and 3502.2, COMNAVSURFORINST 2501.1, and NAVSURFMINEWARDEVCENINST S2501.2
  • Recommend simulator strategies for training systems and coordinate implementation with SMWDC HQ, Divisions, and PMS339
  • Define key contributing factors in generating tactical competence and their relationship to individual and team performance in SWCTC
  • Develop watch-station competency pathways through assessment of watch-standers and trainers, establishing data-driven competency baselines for targeted watch-stations
  • Demonstrate methods to assess competency and identify trainee performance gaps with platform extensibility throughout the combat training ecosystem
  • Provide written recommendations for Standardized Assessment Mechanisms and Qualifiers for SWCTC
  • Develop and maintain Level of Knowledge (LOK) test banks encompassing tactical questions across all warfare areas for Combat Information Center (CIC) tactical watch-standers on all Navy surface combatant ships (CRUDES, Amphibious, and Littoral units)
  • Review tactical publications (NTTPs, NWPs, OPTASKs, TACMEMOs) and recommend necessary changes or updates
  • Oversee proper and timely administration of monthly LOK quizzes aboard all Navy surface ships, acting as conduit between SWCTC/SMWDC and the fleet
  • Coordinate with SWCTC data science team in evaluation and analysis of fleet data, including dashboard improvements for TYCOM, ISICs, and individual units
  • Provide subject matter expertise on tactical and operational warfare topics for data exploration, analysis, exploitation, and result interpretation
  • Generate, manage, and communicate feedback on tactical performance and participation for SWCTC lines of effort including level of knowledge and practical performance assessments
  • Communicate with representatives and leadership at training commands and fleet units to address questions, concerns, and feedback relating to SWCTC program
  • Act as Navy Surface Warfare Subject Matter Expert providing recommendations and solutions to SWCTC Director and Deputy Director on all SWCTC program matters
