About the role:
APEX TK is seeking an experienced Battlespace Awareness Portfolio Analyst to provide the knowledge and subject matter expertise (SME) to effectively support the USD(I&S) in the management of the Battlespace Awareness (BA) Portfolio.
This individual will:
- Provide all support required to organize, analyze and coordinate planning, programming and resource data needed for optimum development and management of the BA portfolio.
- Review and evaluate existing and planned ISR and environmental systems, processes and programs across the DoD and IC to ensure the BA Portfolio is optimized to meet the operational warfighter, acquisition community and senior policy maker needs.
- Assist as needed in the coordination and staffing that supports the daily execution of the overall BA portfolio ensuring consistent OUSD(I&S) positions with Service, Joint and OSD staffs across affected functional areas.
- Prepare materials for the director and deputy directors of Battlespace Awareness and Security Programs (BASP), the DDI (ISPR), and the USD(I&S) as directed.
- Work closely with government leads in the BA Portfolio for Congressional issues impacting the BA programs.
- Assist the government lead as a supporting point of contact for Congressionally Directed Actions (CDAs), assist tracking of congressional marks and actions, and provide assistance for required briefings, ISPR spreadsheets and other products as necessary for the BA Director.
- Support OUSD(I&S) interaction with Congress including assisting in the drafting of testimony, drafting of responses to congressionally directed actions, and drafting appeals to related Congressional budget marks.
- Provide national security recommendations to facilitate government direction, policy guidance, acquisition oversight and programmatic recommendations, for ISR programs supporting the DoD and the Intelligence Community (IC).
- Provide research and analysis, recommendations, development of position papers, responses, talking points, memoranda, briefings and correspondence as required on all critical ISR capabilities.
- Assist the government leads in the oversight of BA Capability Area Deep Dives and Focus Teams in all matters concerning the administrative functions of the teams to include briefing, IT support, and meeting minutes.
Basic Qualifications:
- Bachelor’s degree.
- Current, active TS/SCI security clearance.
- 10 years of experience of which a minimum of four years must be specialized in systems design and analysis or programming efforts that include recommending trade-offs within and among defense intelligence programs, systems integration standards and architectures.
- 4 years of experience in basic ISR Systems and Capabilities.
- 5-7 years of experience working with the DoD PPBE System.
- Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
Preferred Qualifications:
- Master’s Degree.
- 4 years of experience working with Congressional Affairs and Policies.
- 6 years of experience constructing MS Excel databases.
- 5 years of experience arranging technical exchange meetings and preparation of technical materials.
- 5-7 years of experience working with the DoD Acquisition Process.
- 5 years of experience working with the Requirements Process (JCIDS).
