Job Title:

Job Summary:

To oversee and direct the Children’s Safe Center. To provide oversight for the business activity of the division, including but not limited to strategic planning and goal setting, personnel management and staff development, grants management, division financial reporting, and building and maintaining internal and external relationships. To serve as part of a multidisciplinary team responsible for development, implementation, and management of programs designed to improve the medical care and judicial processes for child abuse and neglect in a manner that limits additional trauma to the child victim.

Education & Experience

Master's degree in a business related field and four years of senior financial and administrative management experience, or bachelor's degree in a business related field and six years of senior financial and administrative management experience.  Experience cannot be substituted for educational requirement. MBA preferred.

Knowledge, Skills & Abilities

Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, and the coordination of people and resources. Knowledge of child protective services, available resources, and state and federal agencies. Verbal and written communication skills. Interpersonal skills to interact with a wide range of constituencies and officials. Organizational and problem resolution skills. Ability to build and sustain professional coalitions and relationships.

Responsibilities

• Administers all financial affairs which includes budgeting, grants management, payroll, purchases, usage, and allocation of funds. Establishes and implements short- and long-range financial goals, objectives, plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness and makes changes as necessary. Prepares and/or analyzes monthly financial and operational performance reports. In close collaboration with both institutional finance and departmental leadership, makes suggestions for operational and financial performance improvements.
• Direct and manage the day to day operations of the outpatient care clinics and telemedicine sites in cooperation with local communities and private hospitals.  Implements measures to ensure the center serves as a resource for the assessment, investigation, and prosecution of child maltreatment.
• Oversees the provision of care and services for abused and neglected children in accordance with national certification standards. Liaises with other state agencies and entities to ensure that care clinic services provided to children are provided in a uniform fashion.
• Develops, plans, organizes, and administers policies and procedures to ensure that administrative and operational objectives are met. Ensures accurate reimbursement for services provided and develops continuous process improvement initiatives.
• Facilitates educational and outreach programs and major research initiatives in child maltreatment. Promotes public awareness of child abuse, neglect, and available services.
• Collaborates in the establishment and implementation of short-and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness and implements changes as necessary.
