Responsibilities
  • Lead day-to-day operations for a team of Sales Investigators and Senior Sales Investigators responsible for investigating allegations of sales agent, agency, broker, and related sales-practice misconduct.
  • Directly manage, coach, and develop investigators and senior investigators; support hiring, onboarding, performance management, and skills development.
  • Assign and rebalance caseloads based on risk, complexity, investigator capability, and regulatory time sensitivity, and monitor workflow to ensure timely completion and appropriate prioritization.
  • Oversee investigative execution from intake through closure, including adherence to investigative protocols and consistent use of approved templates, procedures, and documentation standards.
  • Conduct formal quality reviews of investigative plans, evidence documentation, interview records, analysis, findings, and written reports; identify deficiencies, provide coaching, and ensure work product meets defensibility, accuracy, and completeness standards.
  • Serve as the primary management escalation point for complex, sensitive, novel, or gray-area matters and review case direction and conclusions for consistent, risk-based application of standards.
  • Ensure team members correctly apply Medicare Advantage, Marketplace, Medicaid, and related sales conduct requirements, including CMS-aligned guidance and internal policy expectations; identify competency gaps and coordinate targeted training.
  • Partner with Legal, Compliance, Human Resources, Sales Operations, and business leaders to coordinate interviews, obtain records, validate facts, align on remediation, and support corrective and disciplinary actions.
  • Track and report operational and quality metrics, including case volume, timeliness, aging, quality trends, outcomes, and remediation follow-through; identify recurring issues, emerging patterns, and control weaknesses and escalate systemic risks.
  • Reinforce case documentation, evidence organization, and file maintenance practices to support audit readiness, regulatory response, and consistent retention of investigative records.
  • Support implementation and continuous improvement of job aids, workflows, templates, and team procedures for consistency, effectiveness, and defensibility.
  • Prepare or support materials for audits, regulatory inquiries, internal oversight reviews, and management reporting by ensuring case records are complete, accessible, and supportable.
  • Promote sound investigative judgment, accountability, consistency, and continuous improvement within the team.

A modernizer arrives with momentum behind him. Bolivar's résumé reads like a checklist for what a sprawling health insurer needs right now. In its July 28 earnings report, Centene posted second-quarter GAAP diluted earnings per share of $2.19 and adjusted diluted earnings per share of $2.51, and it raised its full-year adjusted EPS guidance floor to above $4.80. The company's consolidated health benefits ratio improved to 89.6% from 93.0% a year earlier, and its Commercial segment ratio fell to 79.2%, a notable year-over-year decline.
