Requirements
  • A Bachelor's degree and a minimum of three years of full-time work experience, or an Associate's degree and five years of relevant work experience, or a High School Diploma/GED and seven years of relevant work experience.
  • Adept knowledge of programmatic, emergency, Energy Services, and other emergent electric-work workflows, including Electric Operations specifications and operating procedures.
  • Proficiency with data analytics tools such as Microsoft Excel and Power BI, with past usage demonstrable upon request.
  • Strong analytical and strategic skills, including the ability to identify innovative solutions to regional business issues and experience implementing process improvements or cost-saving initiatives.
  • Ability to interface with stakeholders including Construction, Financial Planning & Analysis, Engineering, and Electric Operations leadership.
  • Knowledge of WMS, Oracle systems and Business Analytics, and other Electric Operations applications.
  • Proficiency in Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
  • Demonstrated analytical and problem-solving skills.
  • Ability to drive multiple projects to successful completion and work within tight timeframes and meet strict deadlines.
  • A valid driver's license.
  • Ability to sit or stand while using a keyboard, mouse, and computer for the duration of the workday, and manual dexterity to use hands for the duration of the workday.
  • Ability and willingness to travel within the company's service territory as needed.
  • Ability to respond to company emergencies through a System Emergency Assignment to restore customer service, including work outside business hours, overtime, weekends, and holidays when required.
  • Ability to use a personal car for company business as needed.
  • Willingness and ability to wear required personal protective equipment, including fire-retardant clothing and a safety harness.
Responsibilities
  • Forecast capability and align regional scheduling, funding, engineering design, and workforce forecasts by analyzing work supply and demand against resource constraints, tracking programmatic goals, maintaining and validating work inventories, and creating prospective unit-based estimates with other departments.
  • Create, maintain, and enhance Power BI dashboards displaying regional performance metrics and work and resource data for internal users and regional stakeholders.
  • Use program and project plans developed by Project Management and Program Owners to communicate feasibility based on resource availability.
  • Develop monthly capability plans based on hours, units, and crews at the program and section levels for Construction, Operations, and other stakeholders.
  • Present capability reports and ad-hoc analysis results to regional stakeholders monthly and periodically.
  • Work with other Program and Project Planners to develop intraregional work-plan execution and capability recommendations considering resources, priorities, funding, and goals.
  • Construct, maintain, modify, and review five-year-to-one-year forecasts for proposed Electric Operations programs and projects.
  • Use real-time program and project progress to project remaining work-plan and capability impacts at the section level.
  • Obtain, review, and analyze historical data, reports, and plans from internal and external sources and stakeholders for long-term forecasting, incorporating contingencies, stipulations, constraints, and backlogged work into draft forecasts.
  • Model and use performance-based metrics to derive current working estimates and provide visibility into budget and resource performance.
  • Use data analytics software to identify business trends, run reports in various systems, and track and communicate work-plan adherence.
  • Identify business process improvements and work-bundling opportunities to balance resource demand and supply.
  • Determine resource capacity using labor-resource hours and recommend to regional General Managers whether to use company or contractor forces based on work timing and program goals.
  • Monitor and communicate forecast variations and lessons learned affecting work amount, timing, or job duration.
  • Perform related tasks and ad-hoc analyses supporting stakeholders' capability planning, project planning, and monitoring processes.
