Requirements
  • A bachelor's degree in Engineering, Mechanical Science, or another technology-related field, plus prior experience in control room operations, gas or electric utility operations, system protection, military technical training, or nuclear training; alternatively, an associate's degree in one of those fields with 3 or more years of relevant experience, or a high school diploma/equivalency degree with 5 or more years of relevant experience.
  • Willingness and availability to work rotating shifts and successfully complete a personal risk assessment.
  • Ability to achieve Department of Transportation Gas Operator Qualification in tasks 59, 60, and 70 within three months of hire.
  • Ability to achieve North American Electric Reliability Corporation Transmission Operator certification within nine months of hire and complete the System Operator Training Program within 12 months of hire.
  • Proficiency with computers and computer applications, including Microsoft Office, Energy Management System/Supervisory Control and Data Acquisition, and the Transmission Outage application.
  • Strong interpersonal, planning, organizational, verbal, and written communication skills, with high attention to detail.
  • Ability to prioritize tasks and perform duties effectively during emergency and contingency situations.
  • A valid driver's license.
Responsibilities
  • Supervise personnel engaged in 24x7 operation of the electric and gas transmission systems and personnel engaged in dispatch functions in the Control Center and after-hours Contact Center, including approving or denying vacation, shift changes, personal or sick time, and other routine personnel matters.
  • Manage the progressive discipline process for direct reports, up to and including suspension or discharge when necessary.
  • Maintain Operator shift schedules with the Director of Distribution System Operations to ensure adequate staffing for all shifts.
  • Review and approve direct reports' timesheets and perform monthly timesheet audits.
  • Perform training responsibilities for assigned Operators, ensure they progress toward and maintain qualification, proficiency, and certification, provide periodic constructive feedback, and monitor corrective actions.
  • Develop and maintain a thorough understanding of Operator requirements and expectations and ensure Operators strive to meet or exceed them.
  • Maintain proficiency with Federal Energy Regulatory Commission Standards of Conduct requirements and North American Electric Reliability Corporation Electric Reliability Standard requirements for all company registrations.
  • Maintain North American Electric Reliability Corporation Transmission Operator and Department of Transportation Operator Qualification certifications.
  • Understand the Electric and Gas Outage Coordination function, including reliability assessments for real-time and contingency analysis.
  • Prepare, review, approve, and schedule Transmission Switching and Valving Orders and develop real-time daily operating plans.
  • Independently operate the electric and gas transmission systems and take an active leadership role during storm restoration and other emergency response activities.
  • Participate in the New York Independent System Operator System Operations Advisory Subcommittee and Restoration Working Group.
  • Participate in operating meetings to promote an engaged, results-driven work environment and ensure teamwork and collaboration.
  • Seek process improvements and methods to improve operational performance and productivity.
  • Perform operating experience and human performance investigations.
  • Participate in the hiring process to fill positions.
