GENERAL FUNCTION
The Gross Production/Business Tax Review Manager position supports the Business Tax Services (BTS) Division by serving as the unit manager for several sections of the Business Tax Services Division. The Gross Production/Business Tax Review Manager will perform supervisory functions including evaluating performance, making recommendations on disciplinary actions, providing for employee development, and approving time off. The Gross Production/Business Tax Review Manager will also effectively and professionally represent the Oklahoma Tax Commission’s position during the conduct of formal or informal hearings when taxpayers contest the results of action taken by the division.
The Business Tax Services Division provides a diverse set of services to our taxpayers, with a focus on business tax review and registrations related to such tax types as gross production, sales/use, withholding, cigarette, tobacco, alcohol and motor fuel taxes. The division also reviews and processes tax credits and refunds related to various business tax types.
TYPICAL FUNCTIONS
The functions performed by employees in this position may include the following:
- Provides leadership and supervision to the gross production payments and reporting, gross production claims, and business tax review sections of Business Tax Services.
- Administers applicable laws, regulations, procedures, and financial/administrative controls related to these sections. This role must be actively involved in conversations around new legislation and administrative rulemaking with the Tax Policy division. This role must also provide a high level of support to our Legal division around active and incoming cases related to these sections.
- Provides a high level of internal and external customer service. This includes proactive communication with industry representatives and will include periodic presentations and training to industry through conferences and/or other meetings.
- Develops a culture of continuous improvement by evaluating, quantifying, and implementing new solutions through process and technology.
- Reviews, evaluates, and quantifies productivity and streamlines processes to improve processing time. Utilizes data to make sound data driven decisions.
- Creates and updates procedures and training materials.
- Creates a positive team culture and great work environment.
- Coordinates, assigns, directs, and reviews the work of team members in consideration of the workload.
- Counsels subordinates and evaluates performance to ensure continued skill development, knowledge acquisition, and quality professional standards.
- Develops, monitors and reviews key financial and performance metrics on a monthly basis.
- Develops briefings, presentations, reports, and conducts data analysis.
- Prepares audit reports; makes recommendations concerning changes in policies or operating procedures.

MINIMUM QUALIFICATIONS
Education and Experience requirements at this level consist of
- A bachelor’s degree in accounting, finance, business or public administration; or related field; PLUS four years of professional experience in auditing, accounting, or similar field
- OR an equivalent combination of education and experience, substituting one year of paraprofessional experience in auditing, accounting, or similar field for each year of the required education
PREFERENCE STATEMENT
Preference may be given to candidates who have obtained a CPA and/or have a background in the oil and gas industry.
SPECIAL REQUIREMENTS
Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant’s home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
