Requirements
  • Demonstrated expertise and comprehensive understanding of applicable legal, regulatory, and medical terminology, including the ability to interpret, analyze, apply, and communicate ethical principles, standards, regulations, guidance, policies, and academic and industry trends affecting human research.
  • Demonstrated ability to manage, organize, and execute complex projects; multitask; identify, analyze, and resolve problems; assess risk; follow through independently; develop and execute work plans; prioritize work; and manage multiple assignments to meet deadlines.
  • Demonstrated ability to evaluate information, formulate logical and objective conclusions, recommend effective solutions, strategies, and approaches, and communicate complex information clearly.
  • Ability to work effectively with others while maintaining ethics, integrity, confidentiality, customer-service focus, and commitment to protecting research participants.
  • Demonstrated ability to provide guidance on clinical research billing compliance requirements and resolve issues.
  • Demonstrated experience operating a clinical research billing compliance program, including understanding Center for Medicare and Medicaid Services laws, rules, and regulations; National and Local Coverage Determinations; Coverage Analysis development and implementation within patient bills; and use of Clinical Trial Management System and Electronic Medical Records systems.
  • Demonstrated technology and software application skills, ability to learn new software packages, and proficiency with Microsoft Word, PowerPoint, Excel, email, Outlook, and Adobe applications.
  • Knowledge of technology platforms used in research, including Epic, OnCore, CRPC, institutional review board management, and clinical trial management platforms.
  • Bachelor's degree in a related field and five years of experience, or an equivalent combination of education and related experience.
Responsibilities
  • Lead, manage, and advise on the change management program for improving the clinical research billing compliance program, including developing, implementing, monitoring, and reporting on program updates and improvements.
  • Lead, manage, and advise on clinical research billing compliance matters, including serving as an expert resource on applicable laws, regulations, and standards; reviewing, identifying, and resolving issues; and delivering relevant training.
  • Lead clinical research billing compliance activities, including physician and hospital billing charge review, clinical research billing audits, Clinical Trial Management System OnCore patient billing plan setup and execution, systemic reviews, and responses to patient billing inquiries.
  • Lead, manage, and advise on clinical trial billing operational matters, including departmental and cross-departmental initiatives, service levels, customer experience, change management, operational effectiveness, risk management, continuous quality improvement, and verification of institutional requirements.
  • Lead and manage relationships with research investigators, program directors, external institutions, organizations, committees, and departments regarding collaborative research affiliations and clinical research billing.
  • Lead, manage, and advise on YCCI accounts receivable, billing, financial forecasting, and reporting.
  • Review and determine staffing needs, job posting requirements, salary guidelines, and labor agreement interpretations for exempt and non-exempt staff.
  • Manage administrative support needs for exempt and non-exempt staff and recommend improvements, solutions, and assistance.
  • Manage and monitor technology needs, conduct inventory, and assess system requirements for assigned departments.
  • Develop and prepare budgets, financial forecasts, financial analyses, and actual-versus-budgeted performance reports.
  • Manage facilities for assigned departments, including office space, workstations, equipment, and office supplies.
  • Manage administrative support for departmental activities to ensure timely completion of projects.
  • Manage and coordinate training sessions when new policies or practices are adopted.
  • Ensure compliance with University and federal regulations applicable to assigned departments.
  • Identify, plan, and develop administrative policies for assigned departments.
  • Assist in reviewing and implementing University and departmental policies related to administrative functions.
  • Assess and recommend staff development and staffing levels.
  • Monitor, develop, plan, and execute systematic research on user requirements through surveys, interviews, focus groups, and competitive analysis.
  • Manage a staff of exempt and non-exempt employees.
Desired Qualifications
  • Seven years of relevant experience in research administration or clinical research billing, including five years at a large academic institution, hospital or medical center, academic or independent institutional review board, or nonprofit organization or foundation.
  • At least two years managing a clinical research billing compliance team, including exposure to pre-award and post-award clinical research billing practices within a healthcare organization.
  • Research compliance, Certified Clinical Research Professional, or another relevant certification.
  • Experience in a leadership or consultancy role.
  • Expert knowledge of federally funded and Food and Drug Administration-regulated research regulations, International Council for Harmonisation Good Clinical Practice, and the clinical trials process.
