About the Position
The IT Contracts & Asset Management Program Manager is responsible for overseeing all aspects of IT-related purchases, contract management, asset inventory, and IT budget management within the Oklahoma Turnpike Authority (OTA). This role involves overseeing several aspects related to IT contract and acquisition processes including negotiating and managing vendor contracts, ensuring all IT acquisitions align with OTA’s strategic goals, budgetary constraints, and compliance requirements. The manager will also be responsible for IT asset management, lifecycle refresh for IT equipment, tracking and maintaining accurate records of IT assets, and surplus of obsolete and aged equipment. Contracts, acquisitions, and asset management all funnel into the development and maintenance of the IT budget. Reconciliation, trending and analysis, and forecasting also funnel into the development and maintenance of the IT budget. In addition, this position is critical to ensure all facets of IT procurement and contract management are managed appropriately to support OTA’s toll revenue collection.
As an IT Team Member, each person must have flexibility in the duties they perform. Tasks may include operational responsibilities not directly related to initiatives but will be within the professional’s core skill set.
Basic Purpose
Positions in this job family are assigned responsibilities involving the direction or supervision of programs related to the delivery of agency services on a statewide basis. This includes the supervision of professional level staff in providing a variety of services and assistance to eligible clients, responsibility for a work unit of a division or a single program area, assisting in directing a major multifunctional program or unit, or overall responsibility for major program activities involving the principal operations of the agency. Positions in this job family are assigned responsibilities involving providing direction and guidance for program services or operations and coordinating program functions and activities within an agency division or unit.
Principle Responsibilities: (Essential Functions)
IT Contracts & Acquisitions:
Oversee the procurement of IT hardware, software, and services, ensuring timely and cost-effective acquisitions supporting OTA’s toll collection and customer account management.
Collaborate within IT and other departments to determine procurement needs and specifications.
Develop and maintain relationships with vendors, negotiate contracts, and ensure favorable terms and conditions.
Manage IT’s request for proposal (RFP) process, evaluate bids, and assist with selection of vendors in alignment with organizational policies.
Ensures procurement and contract administration comply with Office of Management and Enterprise Services (OMES) following IT procurement guidelines for IT acquisitions including security assessments and verification of state and/or other approved contracts.
Contract Management:
Maintain a comprehensive database of all IT contracts, including software licenses, service agreements, and warranties.
Monitor contract terms, renewal dates, and ensure timely renewals or terminations.
Oversight of IT contract execution process ensuring adherence to guidelines is followed.
Asset Inventory Management:
Oversee the lifecycle of IT assets, including acquisition, deployment, maintenance, and disposal following the state surplus process.
Maintain accurate and up-to-date inventory records of all IT assets, including hardware, software, and peripherals.
Implement, maintain, and enforce asset tagging and tracking processes.
Conduct regular audits of IT assets to ensure accuracy and compliance with organizational policies.
Manage the disposal of obsolete or decommissioned IT and tolling assets in a secure and environmentally responsible manner.
IT Budget Management:
Assist with the development and management of the IT budget, both operational and capital, ensuring alignment with organizational financial goals.
Monitor and reconcile IT spending to ensure adherence to budgetary constraints.
Provide regular budget reports and forecasts to IT leadership.
Identify opportunities for cost savings and efficiency improvements in IT spending.
Work with other OTA Divisions to ensure accuracy of IT purchases.
General Technology Consultant (GTC) Management:
Maintain and manage funds for all OTA GTC task orders.
Provide regular GTC reconciliation reports to OTA leadership.
Team Leadership:
Supervise and mentor a team of asset management as well as contracts & acquisitions professionals.
Provide training and development opportunities to enhance team skills and performance.
Level Descriptor
At this level employees are assigned responsibilities related to direct supervisory responsibility over a professional level staff. This will include responsibility for all phases of assessing program staffing needs, conducting local on-site staff meetings and training to provide information about program policies and procedures, counseling with local officials about needs and problems at the local level, and initiating corrective actions concerning program procedures and staff management.
Education and Experience
Minimum of 5 years of experience in IT procurement, contract management, asset inventory, and/or budget management.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge of agency policies and procedures; of all state and federal legislation related to assigned agency programs; and of supervisory principles and practices.
Job Requirements Skills:
Proven experience in vendor negotiation, contract management, and budget oversight.
Ability to manage complex contracts with significant financial value, ensuring compliance and cost control.
Strong understanding of IT hardware, software, and services procurement.
Excellent organizational, analytical, and problem-solving skills.
Strong leadership and team management abilities.
Proficiency in procurement, asset management, and budgeting software tools.
Excellent communication and interpersonal skills.
Flexible and able to function successfully in a fast-paced, revolving atmosphere with multitasking.

Comfortable interacting across multiple levels of the organization and collaborate with other departments, personnel, and external business entities.
Working Relationships:
Maintain inter-department relationships to resolve client issues.
Effectively communicate with service providers/vendors, IT team members and management and Executive leadership.
Selective Qualifications:
Must pass background check.
State of Oklahoma Certified Procurement Officer (CPO) certification is preferred.
Preference may be given to candidates with Transportation technology industry related experience.
Special Requirements
Some positions will require that applicants be willing and able to perform all job-related travel.
