  • Bachelor's degree and 8 years (or Bachelor of Science in STEM and 7 years) of related experience as defined below, OR a master’s degree and 6 years (or Master of Science in STEM and 5 years) of related experience as defined below.
  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
  • Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation) and have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable amount of time as determined by business needs.
Responsibilities
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program constraints and manages solutions, such as allocation of resources or changing contractual specifications.
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Is primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Develops new business or expands the product line with the customer.
  • Responsible for planning and program performance addressing cost, schedule, technical performance, and quality of a work package, subsystem, or related group of work packages on a large system development-type contract or full responsibility for all aspects of program performance on a large delivery order or mid-size technical services-type contract.
  • The AVM will have full working knowledge of procedures and practices and makes decisions that support accomplishments or discipline objective.
  • Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. Manage, jointly with department managers/supervisors; define key general position “day-to-day” tasks/key projects and /or goals (linked to Aircraft Operation Plan or Organizational goals/objectives).
  • Evaluate performance based on defined expectations while overseeing projects and task assigned to the organizational group performed by non-exempt and/or exempt employees.

  • Proven proficiency in Earned Value Management (EVMS)
  • Experience managing program/projects with P&L responsibilities
  • Certified by Project Management Institute as a Project Management Professional (PMP)
  • Demonstrated experience meeting customer needs, building strong relationships with strategic partners and guiding program teams and support functions to take action to satisfy customer expectations
  • Strong written, verbal and presentation skills with proven ability to develop and maintain strong internal/external customer relationships
  • The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance
  • The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts
