Requirements
  • Bachelor’s degree in engineering or related discipline; advanced degree preferred.
  • Minimum of 5 years of experience managing capital project development in an oil refinery, petrochemical plant, or similar industrial environment.
  • In-depth knowledge of the FEL process, stage-gate project development, and capital budgeting.
  • Strong understanding of cost estimating, scheduling, and risk analysis.
  • PMP certification or equivalent project management training preferred.
  • Demonstrated ability to manage multiple projects and priorities effectively.
  • Excellent communication, facilitation, and leadership skills.
  • Proficiency with project management and cost control tools (Primavera P6, MS Project, SAP, or similar).
  • Strong commitment to safety, reliability, and environmental compliance.
Responsibilities
  • Manage all front-end project development activities through the Front-End Loading (FEL) process, advancing projects from concept (FEL-0) through detailed design (FEL-3) and issuance of Issued for Construction (IFC) drawings.
  • Develop and document business case justification, including cost-benefit analysis, alternatives evaluation, and risk assessments to ensure alignment with strategic objectives.
  • Prepare and present project funding requests, supporting scope definition, cost estimates, and schedules for stage-gate approvals.
  • Facilitate and lead design reviews, constructability reviews, HAZOPs, and risk mitigation sessions during project development.
  • Coordinate with internal stakeholders (Operations, Maintenance, Reliability, and Technical teams) to ensure the design meets operational and safety requirements.
  • Oversee engineering contractors to ensure delivery of quality design packages on schedule and within approved budgets.
  • Manage the Management of Change (MOC) process for assigned projects.
  • Support the transition of projects to the execution team by providing thorough documentation and scope clarity.
  • Perform project controls functions during execution (cost tracking, forecasting, reporting), ensuring adherence to scope and budget.
  • Support and monitor project close-out activities, including punch list completion, documentation turnover, and final cost reporting.
  • Ensure compliance with PBF Energy’s project standards, refinery safety policies, and regulatory requirements throughout all phases.
