  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Responsibilities
  • Work closely with the Executive Director to develop the goals and deliverables for the unit, as well as recommending and implementing action plans.
  • Supervise staff in complex research projects including highly difficult analysis of social services legislation, regulation and operational trends which will require the development of policies and procedures.
  • Works closely with the program areas to develop appropriate policies and procedures that will assist staff in carrying out the functions and mandates of the Agency.
  • Ensure that there is a standardization of these procedures including formatting as well as identifying and directing the resolution of procedural inconsistencies.
  • Assure written communication efforts are consistent with and lead to the maximum realization of the objectives of the Agency management plan.
  • Monitor developing technology policies and business practices representing the interests of OPPT and the Agency in high level planning and implementation meetings.
  • Represent the Executive Director in meetings with program management, legal staff, and key representatives from federal; state and city agencies to facilitate the development and implementation of new policies and procedures.
  • Cultivate professional contacts to stay abreast of relative social services activities and solicit expertise.
  • Meet regularly with experts and technical staff to strengthen inter-agency relationships and assure coordination of systems and data.
  • Facilitate meetings and delivers presentations and briefings on significant policy issues to decision makers and planners making recommendations for optimum efficiency in the implementation of policy, the development of procedures, the utilization of staff and the use of technology.
  • Maintain a high level of expertise in federal, state, and local regulation of eligibility for and participation in Agency social service programs and related support services.
  • Attend professional local, state, and federal conferences.
  • Mitigate issues that occur within the program areas in the course of policy and procedure development.
  • Monitors project timetables and deliverables and clears barriers to assure successful and timely implementation of Agency objectives.
  • Collaborate with the Senior Director of Centralized Support Services on the development of forms; notices; pamphlets; posters; brochures; desk aides and graphic materials required for implementation and management of social services policy and procedures.
  • Manage the administrative functions of the unit including but not limited to interviewing applicants, training new staff, analyzing staffing needs and overseeing the preparation of related reports to assure efficient administrative operation of the office.
