Requirements
  • A bachelor's degree in Business, Communications, English, Political Science, or a related field is required.
  • At least 5 years of experience managing U.S. Federal Government proposals is required.
  • A demonstrated track record of leading large, complex proposals exceeding $100 million across multiple volumes is required.
  • In-depth knowledge of the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and Department of Defense procurement processes is required.
  • Proficiency with proposal development tools, including SharePoint, Microsoft Teams, Adobe Acrobat, Microsoft Office Suite, and scheduling tools, is required.
  • Familiarity with Shipley methodologies and Association of Proposal Management Professionals best practices is required.
  • Exceptional leadership, facilitation, interpersonal, organizational, written communication, and verbal communication skills are required.
  • The ability to manage multiple concurrent deadlines and influence senior stakeholders is required.
  • The ability to obtain and maintain a U.S. Government security clearance at the Secret level or higher is required.
Responsibilities
  • Serve as the overall manager for assigned proposals and be accountable for developing and submitting high-quality, compliant, and persuasive responses.
  • Lead and facilitate proposal kickoff meetings, daily standups, and milestone reviews.
  • Translate capture strategy, win themes, and discriminators into proposal content and visuals.
  • Develop, implement, and maintain a comprehensive Proposal Management Plan aligned with the organization's standard process and Shipley or industry best practices.
  • Build and maintain the proposal schedule, compliance matrix, data calls, and responsibility assignments using a responsible, accountable, consulted, and informed framework.
  • Coordinate Pink, Red, and Gold color team reviews and adjudicate reviewer feedback with Capture and Technical Leads.
  • Partner with Capture Managers to align solution, pricing, and technical volumes.
  • Collaborate with writers, graphic artists, coordinators, and subject matter experts to deliver complete and responsive content.
  • Interface with Contracts, Pricing, Security, Human Resources, and Recruiting teams to gather supporting information.
  • Ensure adherence to proposal development processes, compliance standards, and corporate quality benchmarks.
  • Document lessons learned and support continuous improvement of the Proposal Center of Excellence.
  • Drive efficient proposal execution under tight deadlines in a fast-paced environment.
  • Proactively address risks, remove blockers, and drive the team toward milestones.
  • Ensure secure handling of proposal materials, version control, and compliance with International Traffic in Arms Regulations, Defense Federal Acquisition Regulation Supplement, and contract requirements.
  • Deliver final electronic or hardcopy proposals on time with zero compliance deficiencies.
Desired Qualifications
  • At least 2 years of experience in the Department of Defense or defense sector is preferred.
  • A master's degree is preferred.
  • Association of Proposal Management Professionals certification at the Foundation, Practitioner, or Professional level is preferred.
  • Experience leveraging emerging artificial-intelligence-enabled tools for proposal development is strongly preferred.
