SUMMARY
The Energy Efficiency Recommissioning (RCx) Agent contributes to the continuous improvement of the energy performance of federal buildings.
Under the supervision of the Energy Efficiency and Sustainability Manager, he/she participates in the analysis, monitoring, and optimization of the energy performance of existing buildings. He/she actively participates in the implementation of strategies aimed at reducing energy consumption, improving occupant comfort, and extending the life of mechanical and electrical equipment in buildings.
The RCx Officer works closely with technical teams, building managers, and external consultants to diagnose performance gaps and recommend cost-effective corrective actions.
KEY DUTIES & RESPONSIBILITIES
Conduct recommissioning studies (RCx) in accordance with the annual energy optimization activity plan.
• Analyze energy consumption trends (electricity, gas, steam, water, etc.) and detect anomalies.
• Conduct measurement and verification campaigns (temperature, air flow, pressure, water flow, etc.).
• Detect and diagnose energy performance deviations using data from building management systems (BAS/BMS).
• Diagnose the causes of energy deviations and recommend corrective or optimization measures.
• Collaborate with building technicians to ensure the optimization of HVAC, lighting, automatic control, and mechanical equipment systems.
• Support the implementation of energy efficiency measures (EEM) and ensure post-implementation follow-up.
• Use remote BMS control tools to perform diagnostics, validate setpoints, and recommend sequence adjustments.
• Actively participate in comprehensive energy monitoring, including diagnostics, proposed energy efficiency measures, and associated monetary and energy estimates.
• Document results and write clear and structured technical reports.
• Support the updating of energy management plans and performance dashboards.
• Contribute to maintaining or improving environmental certifications (e.g., BOMA BEST).
• Participate in raising awareness among operations teams about good energy practices.
KNOWLEDGE & SKILLS
Education
• College or university degree in mechanical, electrical, energy, building automation engineering, or equivalent.
• Specific training in recommissioning (RCx) is an asset.
Experience and technical skills
• Minimum of 1 to 3 years of experience in mechanics, energy efficiency, or building recommissioning (RCx).
• Experience in energy data analysis and use of monitoring tools (BAS, Excel, energy platforms).
• Working knowledge of BMS control systems (Johnson Controls, Siemens, Honeywell, Delta, etc.) and ability to perform remote diagnostics or adjustments.
• Working knowledge of mechanical and HVAC systems, building automation (BMS), lighting, and energy management.
• Ability to interpret mechanical and electrical plans and control diagrams.
• Proficiency in energy monitoring tools (Excel, Energy Star Portfolio Manager, etc.) is an asset.
• Skills in technical report writing and presenting results to various stakeholders.
