Bixal is seeking a Senior Project Manager to lead the enhancement and continuous delivery of the Online Passport Renewal system for the U.S. Department of State, Bureau of Consular Affairs. You will oversee agile project management, sprint planning, and stakeholder coordination, ensuring that cross-functional teams deliver high-quality solutions on time and within scope. As a servant leader, you will drive collaboration, remove roadblocks, and foster an environment of continuous improvement. The project aims to provide (1) an excellent online passport renewal customer experience, (2) accessibility of the product to all Americans, and (3) the ability to deploy the front-end quickly and iteratively as technologies and requirements evolve.

This is a full-time position contingent on contract award by our client, with a defined performance period of up to one year. Responsibilities:

Manage the project team and stakeholders, ensuring successful delivery of the project objectives and timelines.
Develop and maintain project plans, schedules, and resource allocation.
Track and report on project progress using JIRA, Confluence, or other Agile tools.
Work closely with UX designers, developers, product owners, and stakeholders to ensure alignment.
Lead Agile/Scrum ceremonies (sprint planning, stand-ups, backlog grooming, retrospectives).
Ensure teams adhere to Agile best practices and frameworks to optimize efficiency.
Act as a Scrum Master, removing roadblocks and fostering team collaboration.
Serve as the primary point of contact between the DOS Product Owner, COR, and internal teams.
Ensure clear communication of project status, risks, and milestones.
Facilitate collaboration across cross-functional and distributed teams.
Escalate issues when necessary and work collaboratively to develop solutions.
Other relevant duties as assigned.

Qualifications:

Bachelor’s degree, plus at least five years of relevant experience, or an equivalent combination of education and/or experience.
Demonstrated experience managing Agile software development projects.
Certified Scrum Master (CSM), PMI-ACP, or equivalent Agile certification.
Expertise in Agile, Scrum, and SAFe methodologies.
Experience using JIRA, Confluence, GitHub, and other Agile tools for project tracking.
Ability to manage multiple teams, sprint planning, and backlog prioritization.
Familiarity with government digital services, design systems, and accessibility standards is a plus.

Nice to Have:

Experience managing federal government projects.
SAFe certification (SAFe Scrum Master or SAFe Agilist).
Project Management Professional (PMP) certification.
Experience with the U.S. Web Design System (USWDS) or other design system frameworks.
Knowledge of Human-Centered Design (HCD) and user research methodologies.
Experience with Salesforce or similar platforms.
Familiarity with the U.S. Web Design System (USWDS) and its application in government systems.
