Requirements
  • A bachelor’s degree in business, healthcare administration, or a related field.
  • Ten years of progressive experience in the healthcare industry, focused on managing teams across claims, customer service, enrollment, implementation, and configuration.
  • Experience with commercial, Medicaid, and Medicare operations, including profit-and-loss accountability.
  • A thorough understanding of product management programs and practices.
  • A strong understanding of contemporary clinical, operational, and regulatory practices.
  • The ability to work cooperatively as a team member with oral and written communication and presentation skills.
  • The ability to work in a fast-paced and rapidly changing environment with attention to detail.
  • The ability to work proactively and independently to research and resolve complex issues.
  • The ability to apply relevant laws, regulations, requirements, and policy standards.
  • Experience with or working knowledge of formulary management.
  • The ability to effectively communicate and provide positive customer service to internal and external customers.
Responsibilities
  • Lead daily operations, strategy, and efficiency for a health plan, overseeing claims, member services, sales and enrollment, compliance, budgets, digital initiatives, and coordination with clinical and administrative teams.
  • Oversee the development and operational execution of processes in line with regulatory standards while enhancing quality and effectiveness.
  • Set objectives, determine approaches, allocate resources, and establish schedules and goals.
  • Ensure product strategy and key priorities are implemented for assigned business units or product lines.
  • Execute projects and activities to ensure health plans meet all product goals.
  • Provide day-to-day oversight of assigned business units or product lines.
  • Collaborate with stakeholders and business-unit leadership to establish strategic vision, operational objectives, and policies and procedures that ensure compliance with state and federal contracts, laws, regulations, and executive orders.
  • Serve as a senior liaison between the product line, other business units, corporate teams, and external stakeholders regarding operational areas.
  • Ensure compliance with the Centers for Medicare & Medicaid Services, the National Committee for Quality Assurance, the Health Insurance Portability and Accountability Act, and other regulatory bodies.
  • Lead new product implementations.
  • Oversee implementation and optimization of health plan operations systems, including claims adjudication platforms and customer relationship management tools.
  • Oversee relevant corporate business units to ensure operational work processes and systems are developed and implemented within product lines and communicated to senior management.
  • Recruit, retain, and develop a high-performing team.
  • Participate in relevant boards, task forces, committees, meetings, and other activities.
  • Monitor and track department objectives and ensure adequate staffing to meet department needs and regulatory standards.
  • Develop annual goals, prepare and monitor departmental budgets, analyze variances, and control and appropriately allocate resources.
  • Promote employee engagement and the professional development of staff members.
  • Stand and walk short distances for eight or more hours.
  • Frequently bend, stoop, or stretch.
  • Lift 30 pounds and push 50 pounds.
  • Travel to offsite meetings as required.

  • Experience working in West Virginia’s Managed Care Medicaid Program.
  • Experience working on large core administration implementation projects involving 100,000 covered lives.
