Contract Administration administers the solicitation process of construction, non-construction and personal services contracts. The Division also ensures the timely ordering and installation of all furniture and equipment required at new and existing schools and process all SCA purchase orders. Within Contact Administration is the Prequalification Unit that vets all firms wishing to do business with the SCA for credit-worthiness, financial stability, integrity, and licensing.
Job Description Summary
The Managing Structural Engineer – A/B works on complex projects by coordinating project activities, guiding interdisciplinary teams assigned to departmental projects, managing technical resources, and participating in the development of the technical resources required to properly scope and design projects.
All candidates must possess a valid NY State Professional Engineer’s License which must be held throughout the duration of employment in the title.

Responsibilities include:
General
Supervise staff Engineers, Architects, and/or consultants assigned to projects.
Manage technical resources, perform design reviews, guide interdisciplinary teams assigned to In-House and Consultant projects
Provide technical oversight and guidance to teams in the development of various design projects. Conduct quality assurance to ensure adherence to SCA standards, design specifications, and codes
May assign work to team members, and address and resolve complications that arise.
May act on behalf of, or in the absence of, senior management and assume greater responsibility for projects
Performs quality control review of design calculations or drawings and review of technical specification sections
Provides input in the development of the engineering budget
Performs related duties, as assigned
Core
Design and Construction Innovation Management - Design and Construction Services
Provide technical and management leadership directing the protocols for testing, investigation and inspections
Manage STU staff and multiple consultant, and contractor on-call contracts
Develop and provide training on procedures related to testing/inspections/investigations.
Perform Quality Review of in-house and Consultant submitted contract documents. Determine the building usage at the initial construction, research the building code, and establish the minimum live load required
Analyze reinforced concrete structure and develop NDT investigation program.
Provide structural engineering input in project planning and delivery for various programs/projects
Make testing recommendations that consider construction costs, quality assurance, maintenance, energy use and replacement costs
May be requested to provide expert testimony to assist in resolving claims and legal disputes
Investigate, test and diagnose building envelope conditions as well as complete review of existing and new structures
May participate in surveys of facilities for potential lease or acquisition and prepare assessment reports
Assist junior staff in acclimation/training to DCIM performance requirements for various assignments and projects
Chair project meetings as needed and participate in contract selection committees, including assisting with the review of Consultant RFP submission proposals
Participate in periodic Consultant Evaluations
Qualification Requirements:
All candidates must possess a valid NY State Professional Engineer’s License which must be held throughout the duration of employment in the title.
Level A – A baccalaureate degree and eight years of full-time progressive experience as a Professional Engineer; four years must have been as a project leader, project engineer or major project contributor or a satisfactory combination of education and experience.
Level B - A baccalaureate degree and ten years of full-time progressive experience as a Professional Engineer; five years must have been as a project leader, project engineer or major project contributor or a satisfactory combination of education and experience.
Weighted consideration may be given to candidates with knowledge and experience in a wide range of structural systems, including archaic systems, such as cinder concrete structures, brick arches, flat arch, masonry, draped mesh slabs, clay tile slabs etc. is highly desirable

Work Experience
Ten years of full time progressive experience as a Professional Engineer; five years must have been as a project leader, project engineer or major project contributor or a satisfactory combination of education and experience. Selective Certification for Special Experience. Electrical: must have ten years of full time paid post-licensure experience in electrical work as a Professional Engineer; five years must be as a project leader, project engineer, or major project contributor; or a comparable level of responsibility. Green & Sustainable Technology: must have ten years of full time paid post-licensure experience including three years of green & sustainable design as a Professional Engineer and accreditation in green and sustainable design; five years must be as a project leader, project engineer, or major project contributor; or a comparable level of responsibility. Candidates for the Green & Sustainable Technology specialty must present evidence of Leadership in Energy and Environmental Design (LEED) credentials (i.e., LEED Accredited Professional [LEED AP]).Heating, Ventilation, & Air Conditioning: must have ten years of full time paid post-licensure experience in heating, ventilation, & air conditioning work as a Professional Engineer; four years must be as a project leader, project engineer, or major project contributor; or a comparable level of responsibility. Plumbing & Drainage: must have ten years of full time paid post-licensure experience in plumbing & drainage work as a Professional Engineer; five years must be as a project leader, project engineer, or major project contributor; or a comparable level of responsibility. Structural: must have ten years of full time paid post-licensure experience in structural work as a Professional Engineer; four years must be as a project leader, project engineer, or major project contributor; or a comparable level of responsibility.
