Requirements
  • U.S. citizenship.
  • At least 3 years of experience supporting U.S. government contract capture and proposal activities.
  • A bachelor's degree in Business, Marketing, Geography, Geographic Information Systems, Computer Science, Engineering, or a related field, or 10+ years of experience in government contracting proposal management.
  • Knowledge of bid and proposal best practices.
  • Experience with U.S. federal government contract forecasts, procurement websites, portals, and contract vehicles.
  • Proficiency with Microsoft Teams, SharePoint, and online collaborative proposal development.
  • Proficiency in proposal compliance matrix development and compliance-check processes.
  • Ability to facilitate the writing of compliant and compelling proposals directly and indirectly.
  • Experience supporting multi-company proposals.
  • Ability to interpret complex requests for proposals and develop compliance structures and pursuit strategies.
Responsibilities
  • Manage proposals end-to-end, from kickoff through final delivery.
  • Lead responses to requests for information and sources-sought notices.
  • Analyze requests for proposals and build response templates, compliance matrices, and proposal schedules.
  • Collaborate with technical staff and capture managers to shape pursuit strategy, develop win themes, and create client-aligned messaging.
  • Draft, edit, and customize resumes, project descriptions, firm narratives, executive summaries, and other proposal materials.
  • Liaise with teaming partners and subcontractors on multi-company pursuits.
  • Facilitate go/no-go decisions, kickoff meetings, pink-team and red-team reviews, and post-submission retrospectives.
  • Keep business-development pipeline data current and contribute to ongoing marketing-content development.
  • Ensure consistency of win themes and messaging across proposal and presentation materials.
  • Use knowledge-management platforms and artificial-intelligence resources to streamline content development, organization, and compliance tracking.
  • Track opportunity websites and flag strategic opportunities for further review.
  • Support the rollout of proposal quality and compliance standards aligned with company brand and style guidelines.
  • Guide and mentor capture managers in bid and proposal best practices.
Desired Qualifications
  • Certification by the Association of Proposal Management Professionals.
  • Other bid and proposal management certifications, such as Shipley certification.
  • Experience in information-technology professional services for the U.S. government.
  • U.S. Department of Defense support experience.
  • Experience submitting proposals for government-wide acquisition contracts.
  • Experience responding to task-order solicitations on government-wide acquisition contracts.
