Requirements
  • 12 years’ experience including 5 years providing MILSATCOM support to theater commanders/USSPACECOM operations, and ensuring mission-critical SATCOM delivery to strategic and tactical forces across geographic COCOMs.
  • Bachelor's Degree
  • Active TS/SCI clearance
  • Prior experience operating/supporting International Partnership operations, WGS, DSCS, or commercial wideband SATCOM systems in military, commercial/civil, or academic environments.
  • Prior experience developing operational policies/procedures, BRA monitoring tools, and International Partnership situational awareness processes.
  • Prior experience with SATCOM systems including coordination, billing processes, and secure information exchange networks with International Partners as well as Interagency coordination for U.S. Military Departments, Joint Staff, DISA, DISA OSD.
  • OSD or experience with DoD accounting systems for international partner billing and budget forecasting.
  • Proficiency developing briefings, point papers, EXSUMs, and technical reports for senior leadership.
  • Knowledge with international agreements, MOUs, MOUs wideband working groups.
  • Excellent project management and organizational skills.
  • Ability to identify and solve problems.
Responsibilities
  • Maintain direct liaison relationships with U.S. Military Departments, Joint Staff, DISA, OSD, and SATCOM system users to provide necessary support of OPL responsibilities under the WGS Multilateral MOU.
  • Support the development and implementation of operational policies and procedures for the WGS Multilateral MOU and its amendments.
  • Develop, prepare, deliver, and present reports and briefing materials for recurring and ad hoc meetings; attend and produce reports/minutes for wideband meetings.
  • Develop and implement processes and procedures to provide situational awareness to each International Partner regarding the Baseline Resource Allocation (BRA) and system usage.
  • Develop and manage BRA monitoring tools and reports; track and report metrics.
  • Provide comprehensive document reviews, technical papers, point papers, EXSUMs, written summations, one-pager briefs, weekly activity reports, and significant activity reports.
  • Assist with preparation of require billing statements, funding actions, and annual International Partner budget forecasts, requiring access to various accounting systems.
  • Assist in the development, implementation, and sustainment of a common network for secure information exchange among International Partners.
  • Maintain and update the WGS International Partner Operations Support Guide (OSG).
  • Coordinate training activities, TDY requirements, facility upgrades, security activities, situational awareness tools, certification activities, and testing activities in support of the MOU.
