Requirements
  • A Bachelor's Degree in a Human Service Field is required.
  • Five or more years of experience with the population served are required.
  • The ability to multi-task is required.
  • The ability to travel is required.
  • The position requires lifting, pulling, squatting, kneeling, crawling, crouching, climbing, stooping, standing, walking, and use of hands for handling objects, tools, or controls.
  • The position requires proficiency in CPR from floor level, including working on hands and knees, bending, standing, and lifting.
  • The position requires close, distance, and peripheral vision, as well as the ability to talk and hear.
  • Pre-employment screening includes a criminal background check, registry checks, drug testing, education verification, position-related credentialing, and proof of employment history or references when required.
  • For positions requiring driving, proof of a driver's license, driver's insurance, and a vehicle is required if transportation for individuals is provided.
Responsibilities
  • Conduct periodic audits of service delivery settings, service records, personnel, requirements, and services for each person supported to ensure compliance with state and federal regulations and company policies.
  • Interview supported individuals, direct support staff, professional staff, and management staff as part of audits when necessary.
  • Observe implementation of Individual Services Plans and assess homes, administrative units, and company vehicles for cleanliness, repair, and safety.
  • Complete audit reports of findings in a specified format to facilitate quality improvement.
  • Conduct follow-up audits to verify that required corrective actions have been completed.
  • Participate in monthly Quality Assurance and Performance Improvement meetings, provide guidance in data analysis for identifying trends, and assist in developing and tracking Quality Improvement Plans through issue resolution.
  • Provide ongoing quality-improvement training to clinical and management teams.
  • Assist with satisfaction surveys to identify strengths and opportunities for improvement in service provision.
  • Participate in state and regional meetings to stay current with changing regulations and attend company meetings as scheduled.
  • Assist in developing materials and information for dissemination at meetings.
  • Coordinate statewide meetings at the direction of the Director of Quality Assurance and/or Chief Compliance Officer.
  • Assist with projects, additional audits, form updates, staff training, policy development, and other tasks requested by the Director of Quality Assurance.
  • Assist with investigations of abuse, neglect, and exploitation as assigned.
  • Complete special projects as directed by the Chief Compliance Officer.
  • Perform other duties as assigned.

  • Experience completing record audits, performing data analysis, and writing reports is preferred.

Additional mental health support for Downtown and beyond. August 12, 2026 Asheville is expanding access to mental health resources for people experiencing crisis, with new partnerships touching both public safety and public transit. The Asheville Police Department and Asheville Fire Department's Resource and Engagement Support Team (REST) have partnered with RHA Health Services, supported by a Vaya Health grant, to place certified mental health professionals alongside first responders on select crisis calls. The pilot runs 60 days. Officers and REST firefighters will have a non-uniformed mental health professional on scene to help de-escalate situations and connect people directly with care, rather than simply making a referral. Learn more Sixty days is a short runway to judge impact, so Asheville Downtown is watching how the pilot performs and whether it becomes a permanent fixture. If it works as intended, it should mean fewer unresolved crisis calls Downtown and a stronger safety net for the people who rely on these services most. Asheville Rides Transit is adding mental health support too. As part of the City's new four-year, $54.9 million contract with RATP Dev, a crisis counselor will be stationed at the ART Transit Center at 49 Coxe Ave to connect riders in need with community resources. This is particularly critical as the transit center remains one of its most challenging areas in terms of calls for services related to safety and cleanliness. Anyone visiting, living, and working Downtown likely regularly encounters people in crisis on the street, and until now the options have been limited. Having trained mental health professionals embedded in those responses means faster, more appropriate care for the person in crisis.
