Requirements
  • Bachelor's Degree in Business, Public Policy, Marketing, Environmental Sciences, or a related degree.
  • 5 years of experience in business development, project management, or a related field, with a focus on climate and transportation related projects with state and local governments.
  • Strong analytical, communication, and negotiation skills.
  • Experience using customer relationship management systems.
  • Understanding of state and local climate policies, transportation planning and programming, funding mechanisms, and policy and regulatory frameworks.
  • Excellent verbal and written communication skills.
  • Ability to work collaboratively with cross-functional teams and subject matter experts.
  • Proficiency in Microsoft Office.
  • Excellent time management skills, with ability to prioritize and multi-task in a fast-paced environment.
  • Strong organizational skills and attention to detail.
  • Sound business ethics, including the protection of proprietary and confidential information.
  • Ability to take ownership of tasks and seek input when needed.
  • Ability to be a reliable and proactive team member willing to contribute to capture efforts in a variety of ways.
Responsibilities
  • Conduct thorough research to understand state and local climate and transportation policies, funding opportunities, and competitive landscape and best fit opportunities for the team.
  • Identify and help prioritize new business opportunities in climate, energy, and/or transportation-related state and local projects and programs, working with market researchers and subject matter experts.
  • Formulate strategic plans to capture identified opportunities, including defining value propositions and differentiators. Work with subject matter experts and other seller-doers to execute opportunity capture plans.
  • Collaborate with various ICF business units to ensure a cohesive approach to capturing new business. Bring expertise from across ICF to deliver value to clients.
  • Identify and track requests for proposals and contract qualifications, secure internal leads and roles for proposal responses.
  • Develop and manage pipeline of state and local climate, energy, and transportation sales opportunities in customer relationship management system.
  • Build and maintain relationships with key stakeholders, including government officials, industry partners, and teaming partners.
