Requirements
- A minimum of seven years of military Explosive Ordnance Disposal experience.
- A minimum of three years of formal Explosive Ordnance Disposal instructor experience.
- Graduation from NAVSCOLEOD (Naval School Explosive Ordnance Disposal).
- Excellent people and organizational skills.
- Expert knowledge of current terrorist tactics, techniques, and procedures.
- Advanced knowledge of current protective security methods to provide instruction consistent with currently accepted methods and practices.
- Intermediate knowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectiveness.
- The ability to conduct live explosives and pyrotechnic demonstrations.
- The ability to immediately analyze, predict, and preclude situations to ensure training exercises are conducted safely.
- The ability to establish and maintain liaison with personnel at all levels to plan and coordinate assigned responsibilities.
- Skill in oral and written communications to present training to varied audiences and prepare and present briefings.
- The ability to work outdoors in unpleasant or uncomfortable conditions, during irregular and unscheduled hours, with exposure to personal risks.
- The ability to operate United States government vehicles as necessary.
- The ability to complete work requiring regular and recurring physical exertion, including standing, occasional heavy lifting, and irregular hours during training and protective service operations, including inclement weather.
- The ability to lift and carry heavy equipment and materials while demonstrating physically challenging practical exercises.
- A Secret security clearance, or the ability to obtain and maintain one.
- Successful completion of a pre-employment drug screen and compliance with random drug screening.
Responsibilities
- Plan, organize, and manage the presentation of explosives countermeasures training courses.
- Review established training objectives, lesson plans, training materials, and instructional methods before assigned courses begin.
- Research and review current reports related to Diplomatic Security and introduce applicable information into explosives countermeasures courses.
- Approve shipments of special equipment and materials and perform related activities.
- Comply with all Federal Law Enforcement Training Accreditation standards.
- Resolve complex problems that occur during preparation for and delivery of training.
- Evaluate training effectiveness to ensure that training objectives are met.
- Review and analyze trainee evaluations, feedback from other instructors, and personal observations.
- Identify the need for and draft revisions to course content, materials, or instructional methods to improve explosives countermeasures curriculum effectiveness and quality.
- Evaluate the impact of planned or projected changes in Diplomatic Security programs and associated training requirements on existing explosives countermeasures training content, materials, and methods.
- Provide budget estimates for assigned courses.
- Ensure optimum efficiency in the use of assigned resources.
- Participate in curriculum review conferences.
- Assist instructors in other security-related subjects.
- Assist in conducting practical exercises when needed.
- Present security awareness briefings to a wide range of audiences.
- Establish and maintain liaison with law enforcement, security, military, government, and civilian organizations interested in or affected by explosives countermeasures training.
- Maintain current knowledge of Explosive Ordnance Disposal techniques, methods, and procedures through training sessions, seminars, and workshops.
- Assist with scheduling and planning classes by maintaining contact with program coordinators and other appropriate training entities.
- Submit training records in a timely manner.
- Serve as a subject-matter expert for the design of new training.
- Test and evaluate new training courses and instructional materials.
- Assist with equipment inventory and maintenance for assigned training programs.
- Articulate instructional tasks and provide guidance on how to perform them; assist with performance evaluations.
- Maintain requisite proficiency in all duty-related techniques and procedures.
- Work independently according to established policies and accepted practices.
- Travel locally and occasionally to other areas within and outside the United States and overseas to potentially high-threat posts.
Desired Qualifications
- Two years of supervisory experience.
- A high school diploma.
- An associate degree.
- Completion of a recognized instructor development training course.
- Familiarity with the functions, responsibilities, and duties of Foreign Service personnel.
