Binance picks Kazakhstan for regional settlements hub in Central Asia and Eastern Europe. The world's leading cryptocurrency exchange, Binance, has chosen Kazakhstan to establish a regional hub for international settlements. The initiative stems from a memorandum recently signed with the country's central bank, part of a series of new agreements with Astana. Biggest crypto exchange to process payments from Kazakhstan. Binance, the largest coin trading platform by daily volume, intends to create a settlement center in Kazakhstan, which will process payments for customers in the post-Soviet space. The plan was made public by the National Bank of Kazakhstan (NBK), with which the cryptocurrency exchange signed a memorandum of understanding to that effect a few days ago. On Monday, the monetary authority revealed that the hub will be processing cross-border payments and money transfers, including settlements for transactions with digital assets. Its services will be available to users based in Central Asia, the Commonwealth of Independent States (CIS), and Eastern Europe, according to a press release, relayed by local and regional media. Quoted by the Russian-language edition of Forbes magazine and the business news portal RBC, the financial regulator explained: "The project involves the establishment a corresponding Binance Group organization in Kazakhstan, along with the necessary infrastructure, and obtaining a license from the National Bank to operate as a Category 1 payment institution." The authorization will allow the transfer of some of the group's regional operations to Kazakhstan and ensure that many related services will be provided through its jurisdiction, the regulator highlighted. The announcement, which provides these details, follows a recent signing ceremony attended by the bank's Chairman Timur Suleimenov and Binance's founder, Changpeng Zhao (CZ). Last week, Binance unveiled three agreements with Kazakhstani institutions. Besides the one with the NBK, the company signed similar memorandums with the Ministry of Artificial Intelligence and Digital Development and the Astana International Financial Center (AIFC). At the time, the exchange said it would work with the central bank to explore various opportunities to position Kazakhstan as a regional payments and fintech hub. It also noted: "This includes the potential localization of certain Binance regional operations, functions, and infrastructure in Kazakhstan, as well as the development of cross-border financial services." Meanwhile, Binance and the Kazakh digital ministry will facilitate developments in the field of digital assets, computing infrastructure and innovative payment solutions. Their agreement also concerns the potential issuance of a new stablecoin. The memorandum with the AIFC will focus efforts on cooperation within the fintech hub's Investment Tax Residency Program, which will be expanded to cover digital assets as well. From major mining destination to regional crypto hub. Kazakhstan first caught the attention of the global crypto community when it became a major destination for cryptocurrency mining in the aftermath of a Chinese ban on the activity. Issues with energy deficits caused by the sudden influx of miners were later resolved through dedicated rules and adequate pricing for the electricity consumed by enterprises in the sector. The government in Astana also took a series of steps to regulate the growing crypto industry within the framework of a wider strategy to turn the country into a Eurasian crypto hub. That includes transactions related to investment in digital assets and their trading, among which the exchange of coins minted inside Kazakhstan on authorized domestic platforms. The latter was initially possible exclusively through entities registered at the AIFC, but the NBK recently issued its first crypto exchange license under the updated law "On Digital Assets." The revamped legislation, originally adopted three years ago, now permits the provision of such services outside the narrow legal regime of the international financial center in the capital. Binance's CZ visited Kazakhstan in early September 2025, when he discussed with officials the development of the former Soviet republic's digital economy. He was acquainted with two new projects - to create a "CryptoCity" in Alatau and build a Data Center Valley, the latter being part of Kazakhstan's push to become a regional AI hub, too. In late September 2023, Binance announced it was pulling out of the Russian market, sanctioned over Moscow's invasion of Ukraine, and sold its business there. Russian firms and residents have been using platforms based in friendly neighboring nations such as Belarus and Kyrgyzstan to circumvent Western restrictions and access the global crypto space. This month, Zhao also visited Kyrgyzstan, where he took part in discussions on crypto regulation, measures against fraud and money laundering, as well as tokenization and stablecoins. The participants in the meeting also talked about issuing a digital Kyrgyzstani som and the development of the fiat-pegged KGST coin, for which the country is cooperating with Binance. XRP futures trading volume reached a six-month high in August, marking its busiest period since February, according to CryptoQuant data. The surge followed a nearly 30% price rally, with XRP climbing from $1.06 to an intraday peak of $1.50 on 24 August before settling at $1.35. Binance dominated activity, handling roughly $37 billion in XRP futures during the month. Bybit processed about $14.54 billion, whilst OKX cleared $12.88 billion. Combined, the three exchanges handled more than $64.6 billion in XRP futures. Spot market volume also hit a six-month high. However, analyst ChartNerd noted caution flags, with XRP closing below its 50-week moving average for three consecutive weeks. XRP ETFs recorded their eighth straight week of inflows but attracted only $19 million, down sharply from the previous week's $110 million.

Kazakhstan is trying to turn its new first-category payment organisation licence into a regulated channel for crypto-linked regional settlement. Under a memorandum with the National Bank, Binance plans to create a local group company, apply for that licence and route part of its regional payments and money-transfer activity through Kazakhstan if approved. The structure would give Binance a licensed payments base in Kazakhstan for settlements connected with digital-asset transactions by clients in Central Asia, the CIS and Eastern Europe. It would also give the National Bank a large global test case for rules that extend Kazakhstan's digital-asset policy beyond trading venues. Part of Binance's regional payment infrastructure and operations would then be based in Kazakhstan. A payment or transfer requiring settlement for a Binance customer in one of the covered markets could be routed through the local entity. The National Bank would still control entry into that system. It would decide whether to grant the licence and apply requirements covering payment infrastructure, financial stability, system reliability, KYC and AML controls. New licence extends policy beyond crypto trading. The licence is in line with Kazakhstan's broader move to bring crypto trading, payments and tokenisation into supervised infrastructure. Since May 2026, the National Bank has overseen digital-asset service providers operating in Kazakhstan outside the Astana International Financial Centre, while the AIFC continues to regulate firms within its own jurisdiction. That wider framework covers digital financial assets, including money-backed stablecoins, tokenised real-world assets and digital forms of traditional financial instruments. Three memoranda, no launch approval. Between September 4 and 7, Binance announced three related memoranda with the National Bank, the Ministry of Artificial Intelligence and Digital Development, and the Astana International Financial Centre. The National Bank memorandum covers payment infrastructure and the proposed local payment organisation; the ministry agreement includes studying a possible Kazakhstan stablecoin and payment infrastructure using digital assets; and the AIFC agreement concerns investment-related applications. The National Bank and Binance have prepared a roadmap covering infrastructure, licensing and possible payment products. No licence has been announced, and the parties have not disclosed the final list of countries, products, settlement volumes, technical structure or launch date. Binance launches PONS and Hajimi perpetual futures. Binance Futures launched two USDT-settled perpetual contracts on Sept. 6, adding markets for Pons (PONS) and the Chinese meme coin 哈基米, commonly rendered as Hajimi. The PONSUSDT contract opened at 06:45 UTC. HajimiUSDT followed at 07:15 UTC, according to Binance's announcement. Both products allow eligible traders to take leveraged positions without owning the underlying tokens. The launches followed sharp price increases for both assets. At the time of the initial report, PONS traded near $0.891 after gaining about 23.9% over 24 hours. Hajimi was quoted near $0.0584 following an approximately 248.5% increase. Later information on Binance Alpha showed Hajimi near $0.070 and up more than 330% over 24 hours. The difference reflects the token's rapid movement and the timing of each price snapshot. These figures describe past trading conditions and do not establish a continuing trend. PONSUSDT and HajimiUSDT are USDS-margined perpetual contracts settled in USDT. Perpetual contracts have no scheduled expiration date. They use recurring funding payments to help keep their prices aligned with the relevant underlying markets. Binance set the minimum order at one token for each contract. Each order must have a notional value of at least 5 USDT. The PONSUSDT tick size is 0.0001, while HajimiUSDT uses a smaller 0.00001 tick. Both markets operate continuously, subject to maintenance and risk controls. Their funding rates are initially capped at positive or negative 2%, with funding settled every four hours. The cap does not mean traders will always pay or receive 2%. The applicable rate changes according to conditions in each market. Multi-Assets Mode is supported. This feature lets eligible traders use approved assets other than USDT as margin, subject to Binance's collateral haircuts and account rules. Binance said it would also make the contracts available for Futures Copy Trading within 24 hours of their launch. The published material provides inconsistent information about maximum PONSUSDT leverage. Its introductory summary says PONSUSDT offers up to 20x leverage and HajimiUSDT offers up to 3x. However, the contract specifications table lists 3x as the maximum for both markets. That discrepancy remains material because leverage determines the amount of collateral required and how quickly an adverse price movement can trigger liquidation.
