Requirements
  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
Responsibilities
  • Managing consultants/contractors that will assess the condition of City-owned arterial highway stormwater drainage assets.
  • Preparing task orders, reviewing and approving work plans as well as project related deliverables.
  • Inventorying the existing stormwater drainage assets on City owned highways, assessing their existing condition, creating a prioritization for capital asset repairs and cost, identifying operation and maintenance costs for these assets identifying repair, and determining a cost for meeting Municipal Separate Stormwater Sewer System (MS4) permit requirements.
  • Preparation of scopes of work and cost estimates.
  • Monitoring project phases to ensure compliance with timelines and deliverables.
  • Report preparations, budget tracking, coordinating meetings with internal and external stakeholders.
  • Preparation of meeting materials with public, regulatory agencies and other stakeholders.
  • Performing special studies as assigned to support other MS4 permit and stormwater projects such as: Planning, coordination, implementation and assessment of stormwater management projects; Engineering and design research, investigations, studies and calculations; Site-specific recommendations for stormwater management and pollution prevention practices.
