SUMMARY
The Charlotte Area Transit System (CATS) has been growing extensively over the years, with expansion in real estate holdings and assets. We are looking for a highly capable Real Estate Agent II that has real estate transaction experience. To ensure success, the desired candidate should possess experience in real estate transactions, including license agreements and the ability to negotiate such contracts. An outstanding real estate agent will have skills and understanding that can communicate with developers.
This position will be responsible for overseeing the license agreements and the Right-of-Way Property agreements, including the following: managing license agreements and leases with CATS legal, meeting with commercial land developers and real estate professionals; working in coordination with the CATS Land Development team.
Major Duties and Responsibilities:
Oversees the negotiations and execution of license agreements and other Right-of-Way property agreements.
Serves as the liaison between CATS legal and external agencies related to license agreements.
Coordinates with CATS legal on the completion of all agreements.
Supports the management of license agreements by interacting with developers, property owners, and the general public.
Coordinates with CATS Facilities on the execution of license agreements, specifically related to roles and responsibilities of maintenance.
Works directly with CATS Finance and Asset Management team related to the execution of Right-of-Way property agreements.
Manages the accuracy of the agreements, and documentation is completed in a timely manner.
Works directly with the Real Estate Program Manager related to City Council approvals and the completion of RCA’s.
Coordinate with the Real Estate Program Manager to ensure all state/federal requirements are met, including any FTA requirements for disposition of properties.
Responsible for monitoring contracts, including periodic review of assets with the CATS asset Management team.
Responsible for coordinating and representing CATS at the Joint Use Task Force, relative to any property right agreements that might require additional reviews and approvals.
Works directly with the Real Estate Program Manager with the process for land exchanges (“land swaps”) of CATS ROW in coordination with CATS legal. Review property valuations and ensure market information provided by outside agencies agrees with actual market conditions.
Leads/participates in meetings with citizens, businesses, and property owners affected by proposed project(s).
As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
Knowledge, Skills and Abilities:
Ability to review or check the work products of others to ensure conformance of city standards, NC state law and Federal law and guidelines.

Proficient in using Microsoft Office products.

Ability to manage a high volume of transactions with short deadlines.
Knowledge of planning and development matters.
Knowledge and understanding of transit/land use relationships
North Carolina Real Estate License or the ability to obtain licensure within 12-months.
Preferred Qualification:
Master’s Degree in Real Estate, Planning, Administration, or related field.
Five (5) years of progressive experience in the real estate transactions, and land development.
Transit experience preferred.
Previous Public Sector experience
Minimum Qualification:
Bachelor’s degree and five (5) years related experience or equivalent education, background and experience to perform the essential duties of the position.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
