Requirements
  • Associate’s degree in Business Administration, Marketing, Workforce Development, or a related field.
  • Four years of business development, strategic account management, or workforce solutions experience.
  • Three years of experience managing budgets and comprehensive projects, with knowledge of evaluation methods.
  • Ability to develop and manage open enrollment programs and regional program portfolios.
  • Ability to develop community partnerships and sustainable student referral pipelines.
  • Ability to analyze labor market trends, student demand, and program performance to identify growth opportunities.
  • Ability to evaluate enrollment, revenue, financial performance, and student outcomes.
  • Ability to develop outreach and enrollment strategies that increase program participation.
  • Ability to identify funding opportunities that expand student access to workforce training.
  • Ability to manage multiple programs, partnerships, projects, and priorities simultaneously.
Responsibilities
  • Manage a regional portfolio of open enrollment programs with accountability for enrollment growth, revenue generation, financial performance, program effectiveness, and job placement outcomes.
  • Evaluate portfolio performance and recommend new, expanded, modified, or discontinued offerings based on labor market demand, student interest, financial performance, and student outcomes.
  • Maintain awareness of emerging technologies, evolving industry practices, and future technician skill requirements to identify learning opportunities.
  • Develop and manage relationships with community-based organizations, nonprofit organizations, government agencies, workforce development entities, and other referral partners.
  • Identify partnership opportunities that support student recruitment, enrollment, completion, and employment outcomes.
  • Represent TSTC at community events, workforce meetings, partner engagements, and regional or statewide initiatives.
  • Analyze local and regional workforce needs, labor market trends, employer demand, student interests, and industry developments to identify portfolio-growth opportunities.
  • Recommend new and expanded open enrollment offerings based on market need, financial viability, and alignment with TSTC’s workforce mission.
  • Partner with institutional stakeholders to evaluate program opportunities, support implementation, and identify pathways between noncredit and credit programs.
  • Collaborate with marketing, recruitment, and institutional partners to develop and execute outreach and enrollment strategies.
  • Work with internal partners, government agencies, nonprofit organizations, and other stakeholders to identify scholarships, sponsorships, grants, and other funding opportunities.
  • Collaborate to support the planning, scheduling, and operational readiness of open enrollment offerings, including enrollment targets, class frequency, instructional resources, facilities, and scheduling requirements.
  • Communicate portfolio priorities and anticipated demand to support effective resource planning and program delivery.
  • Coordinate across campuses and departments to support consistent execution of open enrollment initiatives and shared enrollment, workforce development, and student success objectives.
  • Maintain accurate and timely information in customer relationship management, project tracking, and institutional systems.
  • Analyze enrollment, revenue, financial performance, student outcomes, job placement, and other key performance indicators to evaluate portfolio effectiveness and inform recommendations.
  • Apply critical and creative thinking to resolve complex issues, identify opportunities for improvement, and strengthen portfolio performance and student outcomes.
