Requirements
  • A bachelor's or master's degree in business, engineering, or construction, or applicable extended training.
  • Extensive formal training in business and project management, including planning, design, and construction of water and wastewater collection and conveyance infrastructure and treatment facilities.
  • Thorough knowledge of state and federal regulations related to water, wastewater, and recycled water.
  • Knowledge of the basic operation and maintenance of water and wastewater treatment plants, pump stations, and collection and distribution systems.
  • Thorough knowledge of permits required by federal, state, and local governmental agencies.
  • Ability to explain complex technical concepts in coherent and accessible presentations.
  • Ability to create complex documents in Microsoft Word.
  • Ability to use advanced Microsoft Excel functions to create and manage databases, standardized reports, and linked worksheets and workbooks.
  • Ability to develop presentations in Microsoft PowerPoint.
  • Valid driver's license.
  • Valid Hawaii Professional Engineer's license.
  • Valid and current Certified Construction Manager certificate.
  • Ability to communicate technical information to technical and non-technical audiences.
  • Ability to apply conflict-resolution skills to resolve disagreements involving employees, clients, the public, legal entities, or governmental authorities.
  • Ability to compile, analyze, and prepare information in written forms including correspondence, reports, articles, and other documentation.
  • Ability to determine appropriate communication methods using tables, graphs, charts, and other visual forms.
  • Ability to prepare and execute presentations to large groups.
  • Ability to work shift, weekend, and holiday schedules.
  • Ability to work in hazardous, unsanitary, and unpleasant conditions.
Responsibilities
  • Manage and direct the Engineering Services team.
  • Participate in developing and implementing the company's strategic plan.
  • Develop and implement the Engineering Services annual operations plan.
  • Provide management and supervision to Engineering Services staff.
  • Provide leadership and direction to assigned employees.
  • Develop and maintain contracts and professional relationships with operations clients, engineering consultants, construction contractors, government agencies, and regulators.
  • Prepare planning reports and studies, designs, plans, specifications, estimates, and reports for projects.
  • Reprioritize work in response to changes in circumstances.
  • Devise effective solutions to situations encountered based on the general goals and objectives of the function.
  • Manage and direct a major segment of the organization.
  • Provide leadership and motivation to others.
  • Incorporate departmental and functional processes into the overall functioning of the organization.
  • Manage the program and project management of treatment and conveyance facilities.
  • Plan and program Capital Improvement Projects from concept through construction.
  • Manage budgets and profit and loss.
  • Guide and mentor engineering division staff and foster professional growth and team success.
Desired Qualifications
  • Five or more years of supervisory or managerial experience in water and wastewater engineering.
