Requirements
  • A Bachelor's degree in Technical, Managerial, Business, Healthcare Management, Information Systems, Public Administration, or a related discipline is required; additional relevant experience may substitute for formal education.
  • At least 7 years of experience, including substantial experience as a Senior Project Manager supporting federal programs, project management offices, or enterprise operations.
  • Experience supporting large and complex government organizations, preferably within the Department of Veterans Affairs, Department of Defense, or federal healthcare environments.
  • Knowledge and understanding of integrated master schedule concepts and resource-loaded or resource-leveled schedules.
  • Advanced proficiency with Microsoft Office 365, Microsoft Excel including data analysis, reporting, and dashboards, Microsoft PowerPoint, Microsoft Word, Microsoft Outlook, Microsoft SharePoint, and Microsoft Teams.
  • U.S. citizenship is required.
  • Ability to successfully pass a thorough government background screening process requiring detailed forms and fingerprinting.
Responsibilities
  • Support development and execution of the division strategy and vision.
  • Support leadership and direction for Testing Logistics Services resources, ensuring performance goals are established and achieved.
  • Represent the division to key stakeholders and clients.
  • Support successful project execution across schedule management, risk management, issue management, and project oversight.
  • Schedule and facilitate kickoff meetings, project planning sessions, status meetings, Agile/Scrum ceremonies, risk review boards, and change control boards.
  • Participate in Testing Logistics Services team meetings, project planning meetings, and status update meetings as required.
  • Maintain and actively monitor project schedules by collecting updates, tracking progress, and coordinating with stakeholders to meet project commitments.
  • Provide oversight and coordination across matrixed teams to identify, escalate, and resolve barriers affecting the timely completion of testing initiatives.
  • Provide consultation and guidance on processes, requirements, and expectations for transitioning products to Independent Verification and Validation.
  • Collaborate with executives, program managers, technical teams, clinicians, and government leadership across Department of Veterans Affairs organizations.
  • Build working relationships with stakeholders to support project objectives and facilitate successful outcomes.
  • Establish and maintain relationships with matrixed teams covering testing intake, test environment and test data management, independent testing services, quality management, and other supporting organizations.
  • Communicate with technical and non-technical audiences.
  • Provide status reporting to Testing Logistics Services leadership, stakeholders, and clients through verbal briefings, presentations, and written reports.
  • Contribute to or lead development, analysis, and documentation of project planning activities, process improvements, lessons learned, and best practices.
  • Support continuous improvement initiatives through idea generation, collaboration, strategic thinking, and technical writing.
  • Demonstrate leadership, engagement, positive reinforcement, and project management practices supporting project and organizational objectives.
  • Support internal initiatives by documenting current processes, implementing new tools, improving processes, and participating in operational improvement efforts.
  • Mentor and provide onboarding support to new employees, including training on the testing environment, organizational structure, processes, tools, and project-specific practices.
  • Provide occasional support for resource planning, staffing activities, risk management, knowledge management initiatives, proposal development, and backup coverage for fellow Project Leads.
Desired Qualifications
  • Experience supporting Electronic Health Record Modernization, healthcare information technology, or clinical systems initiatives.
  • Familiarity with Department of Veterans Affairs organizational structures, governance processes, and acquisition.
  • Experience and/or certification in Information Technology Infrastructure Library.
  • Working knowledge of Agile, Scrum, Information Technology Infrastructure Library, or Project Management Body of Knowledge project management frameworks.
  • Proficiency with Microsoft SharePoint, Microsoft Visio, and Microsoft Office tools.
  • Experience developing executive dashboards, key performance indicators, and operational reporting.
  • Experience supporting project management office operations, testing programs, software development initiatives, or enterprise technology deployments.
  • Ability to work effectively with cross-functional project teams in a schedule-driven service delivery environment.
  • Ability to translate strategic objectives into actionable plans and measurable outcomes.
  • Ability to perform effectively in fast-paced, high-visibility environments, navigate challenges, and motivate teams to achieve program objectives.
  • Ability to travel as needed for program activities, stakeholder engagements, training events, and customer requirements.
