Requirements
  • A bachelor's degree in healthcare administration, public health, health policy, health services administration, education, business administration, or a related field is required.
  • At least 8–10 years of progressively responsible experience in graduate medical education, physician workforce development, healthcare workforce strategy, health system transformation, or related functions is required.
  • At least 5–7 years of progressive leadership experience leading and developing teams, including direct responsibility for staff supervision, performance management, coaching, and professional development is required.

Responsibilities
  • Inform the design and lead the execution of a coordinated, statewide Graduate Medical Education expansion strategy aligned with Arkansas workforce priorities.
  • Translate policy, funding, and workforce goals into executable program strategies and implementation plans.
  • Identify gaps in Graduate Medical Education capacity, specialty distribution, and geographic access.
  • Support alignment with state funding initiatives, grant programs, and emerging policy opportunities.
  • Serve as a key advisor and subject matter expert to internal leadership and external partners.
  • Position the Institute as a trusted, neutral convener and advisor for Graduate Medical Education growth statewide.
  • Lead and refine operations of the Graduate Medical Education Technical Assistance Center, including service offerings, intake processes, and delivery models.
  • Provide end-to-end technical assistance across the Graduate Medical Education lifecycle, including feasibility assessment and readiness evaluation, program design and accreditation preparation, financial modeling and sustainability planning, and expansion and rural track development.
  • Coordinate access to subject matter experts and national partners.
  • Design scalable tools, templates, and guidance resources for new and expanding programs.
  • Support partners in launching new Graduate Medical Education programs and expanding existing programs.
  • Provide guidance on Accreditation Council for Graduate Medical Education accreditation, governance, faculty models, and curriculum design.
  • Facilitate mock site visits, readiness reviews, and program planning processes.
  • Support development of rural training tracks and community-based programs.
  • Assist partners in aligning program design with workforce needs and long-term sustainability.
  • Support development of a comprehensive, statewide Graduate Medical Education data infrastructure.
  • Provide feedback on dashboards and reporting systems tracking residency and fellowship positions and capacity, geographic distribution of programs and trainees, specialty trends, and workforce gaps.
  • Analyze Graduate Medical Education financing streams, including Medicare, Medicaid, institutional, and grant funding.
  • Translate complex data into actionable insights for policymakers and system leaders.
  • Standardize data definitions and reporting across stakeholders.
  • Convene health systems, academic institutions, state agencies, and community partners.
  • Facilitate peer learning collaboratives and statewide convenings.
  • Build relationships with rural hospitals and communities exploring Graduate Medical Education development.
  • Promote alignment across medical schools, sponsoring institutions, and workforce stakeholders.
  • Represent the Institute in national Graduate Medical Education and workforce forums.
  • Support identification and communication of Graduate Medical Education expansion funding opportunities and provide technical expertise for sustainable grant applications.
  • Contribute technical expertise to policy development and implementation strategies.
  • Prepare reports, briefs, and materials aligned with state, federal, and philanthropic requirements.
  • Contribute to integrated workforce transformation initiatives supporting organizational priorities and evolving healthcare workforce needs.
  • Support strategies that strengthen pathways from education to practice, clinical training innovation, and interdisciplinary workforce development.
  • Participate in cross-sector efforts aligning education, training, policy, and health system needs into a coordinated workforce ecosystem and expanding access to care in rural and underserved communities.
  • Contribute to the design, implementation, and evaluation of innovative workforce delivery models at state and national levels.
  • Establish clear expectations, priorities, and accountability measures to support team performance and departmental goals.
  • Lead, coach, and develop a high-performing team.
  • Promote continuous improvement, professional development, and collaboration within the assigned team.
  • Support recruitment, onboarding, and training of new team members.
  • Monitor and manage team performance, addressing attendance, conduct, and productivity issues.

Desired Qualifications
  • A master's degree is preferred.
  • A doctoral degree, such as Doctor of Nursing Practice, Doctor of Philosophy, Doctor of Public Health, Doctor of Medicine, or Doctor of Osteopathic Medicine, is highly preferred.
  • Direct experience with Accreditation Council for Graduate Medical Education accreditation processes and residency program launch is preferred.
  • Experience leading or contributing to a technical assistance center, statewide workforce initiative, or other large-scale program is preferred.
  • Experience with Health Resources and Services Administration-funded programs or similar national workforce or graduate medical education initiatives is preferred.

Paykel to lead Whole Health Education efforts at AWSOM. The Alice L. Walton School of Medicine has hired Dr. Jacquelyn M. Paykel as assistant dean of Whole Health Education. In her new role, Paykel will help guide the school's approach to Whole Health education, a key component of the institution's medical training model. Paykel brings extensive experience in women's health, integrative medicine and Whole Health care. Most recently, she served as founder and CEO of S.H.E. Medical, LLC, where she led consulting and coaching initiatives focused on Whole Health practices. Prior to launching her own company, Paykel served as Women's Health Medical Director and physician in gynecology and integrative medicine at the Tomah VA Medical Center in Wisconsin. She also held several leadership positions at the James A. Haley Veterans' Hospital and Clinics in Tampa, Florida, including Chief Well-being Officer, Chief of Whole Health Service and Director of the National THRIVE Program. While serving in those leadership roles, Paykel continued her clinical practice and also worked as an assistant professor in the Department of Internal Medicine at the University of South Florida Morsani College of Medicine from 2018 to 2023. Her career has also included academic and clinical positions at Froedtert & the Medical College of Wisconsin, Prevea Health, Riverside Medical Group and ProHealth Care. Paykel's medical career began in the U.S. Navy, where she served as a Lieutenant Commander, Staff Physician and Medical Student Clerkship Director in Portsmouth, Virginia. She earned a bachelor's degree in anthropology from the University of Wisconsin-Milwaukee before receiving her medical degree from the University of Wisconsin School of Medicine and Public Health. Dr. Pierce earned her PhD in Neurosciences from the University of Kansas Medical Center, where her research focused on early life stress, chronic pelvic pain, and neuroimmune mechanisms. Her work has been published in PAIN, Frontiers in Physiology, Neurourology and Urodynamics, The Journal of Pain, and other peer-reviewed journals. She has delivered more than 40 invited talks and keynote addresses on topics ranging from stress neurobiology to art in medical education, whole health and curriculum design. Additionally, Dr. Pierce has guided dozens of medical, graduate, and undergraduate trainees and has been recognized with multiple awards, including the Madison & Lila Self Fellowship, the Mamie E. Johnston Creative Art in Teaching Award, and several research presentation distinctions.
