  • Bachelor’s degree with 7 years of experience, or a Master’s degree with 5 years of experience with combined experience in any of the following: Proposal Management, Cost Management or Contracts Management

Responsibilities
  • Responsible for leading a Price/Cost Team, who support both prime and supplier acquisitions
  • Act as the main focal point to the proposal team for all major proposal related activities within their portfolio
  • Escalate issues to Senior Level management as needed and brief internal leadership on the status/issues affecting the completion of performance obligations
  • Ensure all portfolio proposals are meeting Customer, Program, and Company needs
  • Manage the personnel on their team – coaching, growing, guiding, and enriching their careers as they manage related tasks
  • Comprehensive review of all proposal and internal estimates including: direct labor, material, Other Direct Cost and indirect costs
  • Ensure proposal compliance with FAR, DFARS, and Northrop Grumman procedures
  • Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment
  • Manage the team workscope and assignments in alignment with the program proposal support needs
  • Ensure cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Facilitates / leads senior leadership reviews
  • Participates in fact-finding meetings
  • Participates in should-cost and pricing reviews with management and customer representatives
  • Participates as a member of the contract negotiating team
  • Develop direct labor and cost estimating factors
  • Analysis of estimating factors
  • Facilitate the implementation of new proposal tools
  • Provide training to estimating community on utilization of estimating tools and best practices
  • Provide timely and accurate proposal status. Escalate conflicts or priority concerns as required
  • Configures and maintains ProPricer rate tables and live cost models
  • Develop and support generation of risk management strategies
  • Provide supporting data to CAM for financials
  • Develop and build upon best practices to support proposal / process requirements
  • Leverages effective written and verbal communication skills across all levels of personnel, management, and functions.
