Responsibilities
  • Able to perform all Assistant Project Manager’s and Project Engineer’s responsibilities (refer to position descriptions).
  • Estimate and establish budgets and contract price (GMP/Lump Sum).
  • Negotiate cost-effective subcontract and material purchases.
  • Set up and implement job procedures and techniques to assure timely buyout, shop drawing approval and material delivery.
  • Keep project on schedule.
  • Develop and maintain good relationship with Owner, Architect and Subcontractors.
  • Work with Superintendent to develop safety plans and to implement safety procedures.
  • Maintain timely and accurate reporting to management.
  • Manage, train, and supervise project team according to Company policy.
  • Organize regular meetings for management and subcontractors.
  • Review contract conditions; ensure compliance with all contract terms.
  • Supervise documentation of all significant project events, e.g., accidents, delays, Change Orders.
  • Direct preconstruction services and activities.
  • Negotiate, prepare and issue subcontract bid packages.
  • Assist with business development and participate in job interviews.
  • Maintain quality control (integrity and excellence of completed project).
  • Support estimating staff (bid item specialist).
  • Avoid or mitigate claims and conflict.
  • Complete all job close-out procedures.
  • Conduct warranty follow-up (1-year warranty walks).
  • Complete project with full or enhanced fee.
  • Complete other responsibilities as assigned.

Swinerton taps NYC leader to head Northeast region. Jay Quackenbush, former market head for the builder's New York City region, plans to expand his new market's reach into New England. Published March 19, 2026 After entering the Big Apple during the height of the Covid-19 pandemic, Swinerton has tapped new leadership in New York and the Northeast with the goal of pushing further into New England. The Concord, California-based contractor has promoted Jay Quackenbush to the role of vice president and division manager of its Northeast Division, according to an announcement Monday. Quackenbush joined Swinerton in March 2024 as the firm's New York market leader and director of construction, according to his LinkedIn. He was promoted to his current role in Dec. 2025. Before Swinerton, Quackenbush had spent nearly 15 years at Boston-based builder Shawmut Design & Construction, according to his LinkedIn. In addition, he worked for Albany, New York-based BBL Construction Services and Milford, Massachusetts-based Consigli Construction. Overall, Quackenbush has spent nearly three decades overseeing complex, logistically demanding construction projects, per Swinerton. Swinerton's Northeast division is centered in the New York metropolitan area and works in all five boroughs of the city, western Long Island, Westchester, western Connecticut and northern New Jersey, Quackenbush told Construction Dive via email. In some circumstances, the team will work as far south as Philadelphia and as north as Albany, Quackenbush said. "Our goal is to serve the whole Northeast region, including the entire New England area," Quackenbush told Construction Dive. The Big Apple's mixed bag. Builders operating in the New York City construction market are seeing mixed economic signals. The New York Building Congress, for example, projected $74 billion in construction spending by the end of 2025, per an October report, an increase of $1 billion. But the rise in spending was in nominal dollars year-over-year, and, in fact, represented a 12% decrease when accounting for inflation. However, the city itself is projecting a spending surge with $31.4 billion in forecasted capital spending for 2026, up from $18 billion the year prior, according to the office of New York State Comptroller Thomas DiNapoli. The city's capital spending budget is dedicated to building and maintaining its core infrastructure. Quackenbush predicted that growth would be "steady and intentional" due to New York City's status as a mature construction market. "Our focus will remain on building lasting and trusted relationships while continuing to explore opportunities in expanding market sectors in the Northeast, like data centers," Quackenbush told Construction Dive. Swinerton made its push into New York City during the pandemic. Some of the contractor's past projects in the New York City area include the IPC Systems' New York 17,700-square-foot office fit-out; the renovation of the historic Warsaw Theater in Brooklyn; and the fit-out of Patreon's New York workplace, per the release. In addition to Quackenbush, Swinerton named Nicholas Schifferle as director of client relations and Robert Murphy as project executive, according to the news release. Swinerton has made several executive shifts in 2026. On Jan. 9, Don Adair, former chief revenue officer, retired. He was succeeded by Chris Chany, formerly the director of the builder's National Accounts team.

Swinerton Begins Construction Of Medical Office

Swinerton begins construction of medical office. Building to be home to the third location of Charlotte-based dermatology practice. Swinerton Builders (Swinerton) has broken ground on a $5.5 million medical office building in Pineville. The 8,000-square-foot facility will be home to Charlotte-based Metrolina Dermatology, an expanding practice providing comprehensive dermatology medical, surgical, and aesthetic care throughout the Carolinas. Construction is expected to be completed early spring 2026. "Swinerton is known for delivering quality healthcare environments on-time and within budget," states Carly Morris, project executive, healthcare market lead, Swinerton's Carolinas Division. "Some of our most rewarding projects are those that positively impact the health and well-being of our neighboring communities - particularly high-growth markets, such as Pineville, with limited medical specialties. Our team's understanding of the intricacies and unique challenges of a healthcare build has resulted in a rich history of successful collaborations with other industry leaders." Located on a 1.15-acre site at 10425 Good Sell Court, the one-story building features 11 exam rooms, two aesthetic rooms, four Mohs exam rooms, one Mohs lab, a sterilization room, four provider offices and up to five medical assistant/nursing stations. A welcoming lobby and waiting area, along with several bathrooms, an employee breakroom and general storage for IT and utilities, complete the amenity offering. An asphalt parking lot offers space for 40 to 50 cars. "What is particularly exciting about this project is the intentional environmental design by Nelson Worldwide Architects and Cornerstone Architecture," explains Morris. "Instead of a traditional sterile medical or hospital aesthetic, Metrolina sought a calming, welcoming environment that not only offers comfort but also reminds patients of the importance and relevance of self-care," says Morris. The facility features an eye-catching entry with wood slat walls and a drop ceiling with chandelier along with a reception counter. Luxury vinyl flooring and crown molding complete the design throughout the upscale facility. In addition to its general contractor and construction manager duties, Swinerton's master builders are self-performing concrete footings and slab, the installation of drywall, acoustical ceiling tiles, doors, finishes and hardware (DFH) and specialty work. "We take a collaborative approach by self-performing certain elements where it makes sense, helping to keep projects efficient and cost-effective," says Morris. "Combining our master craftspeople with our expert trade partners allows us to maintain strong communication and deliver outstanding quality." In addition to Swinerton's roles, LJB Engineering serves as the structural engineer, while Kimley-Horn provides civil engineering services.
