Requirements
  • College Diploma in Engineering, or a related field.
  • OACETT/P.E.O certification is required.
  • Over four (4), up to seven (7) years of related experience managing infrastructure, utility, or telecommunications projects or permitting.
  • Considerable experience in a leadership role, planning, supervising, and directing the work of other staff along with an advanced understanding of municipal infrastructure and construction.
  • Experience working within a municipal engineering environment is considered a strong asset.
  • This position may require occasional travel between sites and/or City facilities and must provide own transportation.
Responsibilities
  • Coordinates City-wide fibre buildout programs across multiple carriers including coordination of external utility construction activities and alignment of internal teams to support high permit volume.
  • Provide day-to-day supervision to the right-of-way coordination team, including assigning work, supporting, motivating, and training staff.
  • Oversee the engineering review, administration, and approval process for activities within the City right-of-way through the municipal consent, driveway widening and load exemption permitting process.
  • Liaise with internal and external departments and agencies, establishing and preparing permit conditions, and restoration requirements, including high priority corporate initiatives.
  • Review and approve permits including coordination of construction sequencing and phasing, and application of municipal access agreement conditions.
  • Oversee the City's locate requests and the City's locate service provider contractor. Provide daily support to the Contractor, establish contract terms and tender the contract. Review and verify deliverables, ensuring locate compliance, address complaints, and investigate damage claims.
  • Identifies and addresses risks related to utility conflicts and infrastructure strikes.
  • Investigate violations, enforce applicable by-laws, and issue notices of contravention. Investigate and respond to public inquiries and complaints.
  • Identify and implement continuous improvement initiatives to improve the permitting process for the public, user, and the City.
  • Responds to and resolves public inquiries and complaints related to fibre projects; reassess priorities and mitigate impacts as required to address emerging issues.
