Responsibilities
  • Maintain an understanding of program acquisition strategies, emphasizing cost, schedule, and performance, and attend organizational business reviews and meetings to support planning and execution of Medical Simulation and Training Program Management Office programs and identify execution risks early.
  • Assemble budget, schedule, and performance information for managed customer efforts for presentation to customers, proponents, and combat developers.
  • Collect customer information and disseminate authorized information to performing contractors in a timely manner to maintain contracted cost, schedule, and performance.
  • Identify problems encountered while obtaining customer information and report them to the lead engineer and project director.
  • Provide feedback to Assistant Program Managers on the level of effort required to support the customer.
  • Assist with liaison and attendance at conferences and meetings with Defense Health Agency, Joint Program Committee-6, Telemedicine & Advanced Technology Research Center, the Services, Assistant Secretary of Defense for Health Affairs representatives, Simulation & Training Technology Center personnel, and other officials and groups.
  • Assist with program planning and programming actions, resolve problems and issues to limit impacts on program cost, schedule, and performance, and collect and coordinate pertinent data from multiple points of contact.
  • Evaluate data for sufficiency and currency and provide accurate responses to inquiries from the Office of the Secretary of Defense, Office of Management and Budget, Joint Chiefs of Staff, Congress, Department of Defense agencies, and Service Headquarters.
  • Support attendance at conferences where Medical Simulation and Training Program Management Office products are showcased for Department of Defense and potential customers.
  • Support preparation, review, and coordination of documentation for submission to the Services, Office of the Secretary of Defense, Office of Management and Budget, Defense Health Agency, and Congress.
  • Assist with developing supporting documentation and statements on the impact of policy, program, and budget changes on the organization and its operations.
  • Attend Program Management Reviews and meetings to remain current on programs and identify problem areas early.
  • Collect and consolidate data from internal and liaison activities and prepare information packages.
  • Assist with preparing, justifying, and coordinating funding requirements and program documentation supporting the budget process, and monitor programs for executability and compliance with established program decisions.
  • Assist with preparing and coordinating Unfunded Requirement requests and impact statements.
  • Assist with preparing detailed briefings and information papers for government presentation to senior leadership, the Office of the Secretary of Defense, Office of Management and Budget, Defense Health Agency, and Congressional staff.
  • Monitor acquisition policy, program, and budget actions and analyze trends, policies, and actions for effects on the organization, reporting pertinent developments.
  • Recommend courses of action related to materiel acquisition.
  • Assist strategic planning efforts with recommendations and guidance concerning joint support activities across Defense Health Agency, Combatant Command, Service, and Office of the Secretary of Defense staffs.
  • Review strategic planning documentation and assist in developing organizational goals and objectives.
  • Identify strategic and operational requirements affecting Joint and Army Staff and provide analysis and recommendations concerning how the Medical Simulation and Training Program Management Office can meet strategic goals and objectives.
  • Assist with liaison between senior industry and organizational representatives.
  • Provide expert advice, recommendations, and support to senior leaders in developing, implementing, and maintaining an enterprise-level strategic plan aligned with Defense Health Agency, Army, and Office of the Secretary of Defense strategies and priorities.
  • Advise and assist the Government in developing long-range strategic plans and roadmaps, integrating programs and technology with validated current and future requirements and accurate budget submissions supporting the Defense Health Program Budget Submission and President's Budget across the Future Years Defense Plan.
  • Advise and assist the Government with formulating solutions and providing guidance regarding enterprise-level management and operational issues.
  • Support development of key program documentation required by Department of Defense 5000 and other laws, regulations, and policies for the portfolio.
  • Advise the Program Manager on applying policy, regulations, and law to the acquisition of medical simulation technology and systems.
  • Analyze complex organizational issues, define courses of action and supporting initiatives, and coordinate with the Medical Simulation and Training Program Management Office, Defense Health Agency higher headquarters staffs and leaders, and other Department of Defense entities.
  • Use best-practice methods and techniques to understand critical issues facing the Medical Simulation and Training Program Management Office and Defense Health Agency.
  • Evaluate and synthesize systems acquisition programs, projects, products, and initiatives under the purview of the Medical Simulation and Training Program Management Office.
  • Perform portfolio analyses and proactive program reviews to identify cost, schedule, performance, and data-consistency risks and issues.
  • Identify mission areas where product lines can be leveraged.
  • Facilitate rapid responses to ad hoc organizational queries with little to no guidance.
  • Perform special studies and prepare special reports required by the Program Manager or higher headquarters.
  • Present study results to the Program Manager, Defense Health Agency leadership, and higher-headquarters forums.
  • Make recommendations to address critical issues for senior leader action.
  • Support program improvement initiatives to initiate, execute, maintain, and evaluate performance improvements.
  • Support planning and execution of internal program reviews, portfolio reviews, Milestone Decision and Materiel Development Decision briefings, and preparation and staffing of Acquisition Decision Memorandums and Memorandums for Record.
  • Prepare detailed work-effort schedules for milestone reviews, including document and task interrelationships and higher-headquarters timelines.
  • Review Management Reviews and Modernization review briefings, documentation, and requirements packages for quality and consistency.
  • Provide facilitation advice and techniques for enterprise groups, including strategic planning sessions, leadership off-sites, and organizational improvement project teams.
  • Represent the Medical Simulation and Training Program Management Office as a medical simulation and acquisition expert in senior-level Defense Health Agency integrated product teams, action teams, and planning groups.
  • Prepare, facilitate, and document work-group and integrated product team meetings; synthesize and coordinate information and decision briefings; track action items; and coordinate resolution of action items and issues.
  • Develop supporting documentation and provide direct feedback for course-of-action decision-making efforts.
  • Provide senior-level correspondence, including situation reports, ghost emails, information papers, decision briefs, and analyses.
  • Assist with briefings and presentations to general officers, Senior Executive Service officials, senior Joint Staff and Office of the Secretary of Defense management, Headquarters Department of the Army, Defense Health Agency, and Congress.
  • Serve as a communications interface between senior government officials and industry.
  • Advise and assist in developing the organization's annual Strategic Communications Plan.
  • Identify, develop, and prepare command strategic-messaging presentations and gather information for message preparation aligned with Defense Health Agency and Army goals and objectives.
  • Draft and finalize speeches and presentations, write and edit military and industry publication articles, maintain the program-office overview, and prepare material for media interactions.
