Requirements
  • Bachelor’s degree in Business, Finance, Administration, Public Policy, Urban Planning, or related field or an equivalent combination of education and experience may be considered in lieu of a degree
  • Minimum six years of progressively responsible experience in consulting, finance, administration, or a public transportation agency
Responsibilities
  • Ensure operating agencies are deriving value from the EAM information system and/or any other relevant data sets
  • Assist in the exploration of initiatives to improve reliability and productivity; this would include asset specific analysis on failure modes, identification of root cause, and working with operations and maintenance personnel to change how business is done on a day-to-day basis
  • Identify areas / practices to drive cost efficiencies; this would include the ability to utilize a variety of techniques as needed such as process flow optimization, business analysis, resource allocation and optimization, risk analysis, and estimation of impact to service delivery
  • Ensure identified opportunities deliver anticipated outcomes; this would include an ability to influence senior level decision makers to change the way the MTA does business by making compelling cases based on data from the EAM information system, being seen as a helpful influence from HQ on the operation, and providing support as needed to remove obstacles impeding project implementation
  • Collaborate meaningfully with relevant agency leaders and supporting MTA analytics efforts; this would include being a trusted resource who can review business circumstances and provide valued ideas from an unbiased perspective
  • Implement whole of life best practice into the management of the MTA physical asset practices; this would include working with senior leadership around the asset life cycle
  • Assist agency / C&D executive leadership and senior operating leaders to improve, service quality and/or overall performance using the EAM information system and other supporting data sets as needed
  • Liaise between agency teams, C&D, and the SI Data and Analytics team to support and proliferate the MTA Data Lake infrastructure
  • Understand whole life asset requirements and coordinate with agency / C&D teams to improve whole life asset management efficiency
  • Monitor data completeness and data quality of the EAM information system
  • Manage and maintain the functional / business data dictionary for the respective functional teams
  • Lead interagency communities of practice (e.g. Track SME’s from Subways, LIRR, and MNR) to develop MTA best practice and a more innovative, cost-effective, and MTA-wide asset management strategy
  • Other duties as assigned
Desired Qualifications
  • Experience with assets in an asset intensive organization preferably transportation and rail industries
  • Experience in utilizing and leveraging an Enterprise Asset Management information system, preferably in transportation
  • Excellent quantitative, analytical, and problem-solving skills with proficiency in business case development and implementation planning
  • Knowledge of ISO 55000 principles and asset management best practices
  • Strong interpersonal skills with an established record of successfully completing projects by obtaining group consensus and cooperation among people with no direct reporting relationship
  • Excellent communication skills both oral and written with the talent to discern contexts and audiences and to reach consensus on strategy
  • Redesigning operational business processes
  • Ability to influence senior level decision makers using data from EAM information system
  • Knowledge of Asset management business operations, functions, strategies, and objectives
  • Knowledge of and experience in implementing an EAM program in a transportation environment
  • Knowledge of Enterprise-wide change management
  • Attention to detail
  • Excellent organizational and presentation skills
  • Demonstrated ability to work with all internal levels including senior management
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders

  • Demonstrated analytical capabilities and quantitative skills
  • Proficiency in Microsoft Office Suite or comparable applications Word, Excel, PowerPoint, and Outlook
  • Strong managerial skills to direct a staff of professional and technical employees
  • Familiarity with the MTA’s policies and procedures
  • Familiarity with the MTA’s collective bargaining procedures
  • Travel will be required to other MTA locations or other external sites
  • May need to work outside of normal work hours
