Requirements
  • A high school diploma or equivalent is required.
  • Any combination of experience and training that demonstrates the ability to learn and perform the work is acceptable under RCW 36.21.015.
  • A valid Washington driver's license is required at the time of employment.
  • The incumbent must work toward full accreditation by the Washington State Department of Revenue within two years of hire and pass the Uniform Standards for Professional Appraisal Practice exam.
  • Knowledge of building construction types and quality is required.
  • Knowledge of computer systems and software is required.
  • The ability to read, comprehend, interpret, and uniformly apply statutes, rules, and regulations applicable to property assessment is required.
  • The ability to think and reason logically is required.
  • The ability to accurately compile data from various sources, analyze data, and prepare well-documented reports is required.
Responsibilities
  • Inspect residential real property, condominiums, manufactured homes, and farms for valuation.
  • Determine fair market value using cost and market approaches and use computer-assisted mass appraisal software.
  • Classify, measure, photograph, and draw structures or improvements to scale.
  • Explain pertinent rules and procedures to the public and justify property values.
  • Present arguments and value justifications before the Board of Equalization and the State Board of Tax Appeals.
  • Use approved assessment procedures, equipment, and reference materials.
  • Analyze building permits, blueprints, maps, legal descriptions, and new plats, and inspect building permits for valuation.
  • Compute property values and maintain public contact by phone, letter, and in person.
  • Canvass assigned areas to determine the existence of taxable property.
  • Update and maintain an accurate database of property characteristics.
  • Assist management with training, review work performed by others, complete others' work in their absence, and assist others with their work.
  • Maintain accurate and concise records and reports.
  • Perform other related duties as assigned.
  • Communicate effectively orally and in writing to exchange information and give and receive work direction.
  • Establish and maintain effective relationships with employees and the public.
  • Meet and deal with the public courteously and represent the County professionally.
