Requirements
  • A high school diploma is required.
  • The employee must successfully complete assigned annual education through Healthcare Business Insights.
  • One year of business office experience is preferred, including patient access, billing and collections, insurance principles and practices, or accounts receivable; twelve hours of coursework in a business or healthcare-related field may substitute for this experience.
  • The employee must understand Patient Access Service functions, JCAHO standards, Patient Rights and Responsibilities, HIPAA privacy regulations, HMOs and commercial insurance payers, departmental policies and procedures, medical terminology, CPT procedural coding, ICD-10-CM diagnosis coding, and hospital billing claims.
  • The employee must have computer skills including data entry, electronic documentation, and registration software and healthcare systems.
  • The employee must demonstrate attention to detail, critical thinking, problem-solving, oral and written communication, customer service, sound judgment, initiative, flexibility, professionalism, tact, sensitivity, and the ability to work independently and in teams.
  • The employee must be skilled in patient education, persuasion, and negotiation related to financial and registration processes.
  • The employee may be required to work night or weekend shifts and rotate among patient registration, bedside registration, and other health system campus environments.
Responsibilities
  • Complete all steps of pre-registration and registration, including verifying patient identity and demographic information through appropriate tools.
  • Identify and capture health insurance benefit eligibility based on contract and regulatory differentiation.
  • Facilitate appropriate billing of claims and hospital reimbursement.
  • Obtain and validate proper consent for patient treatment.
  • Schedule mammography procedures according to established protocol, including modality, location, facility capabilities, insurance requirements, exam type, patient preferences, and urgency.
  • Educate patients and others about billing issues, private-pay options, collection efforts, coordination of benefits, third-party and governmental payment criteria, insurance coverage, payments, and denials.
  • Serve as a liaison between external resources and patients on issues requiring SMH involvement.
  • Coordinate with Patient Financial Services, Utilization Management, physicians, and medical offices to maintain consistent financial documentation and an interdisciplinary approach to patient and organizational needs.
  • Negotiate with patients and families to collect co-pays and deposits at the point of service and support Patient Access Services collection goals.
  • Adhere to CMS Conditions of Participation regulations and Section 1154(e) of the Social Security Act regarding patient or representative signatures.
  • Verify medical necessity and obtain the appropriate signature on an Advance Beneficiary Notice of Non-Coverage in accordance with CMS regulations.
  • Ensure compliance with HIPAA, the Joint Commission, the CDC, SMH requirements, and applicable state and federal statutes.
  • Educate patients about Advance Directives, Medicare Part D prescription coverage, Joint Commission matters, and Illinois Department of Public Health grievance processes.
  • Maintain knowledge of and compliance with the Illinois Fair Patient Billing Act and Illinois Uninsured Patient Discount Act.
  • Triage, document, and initiate referrals to Medicaid vendors and financial assistance programs under applicable Illinois laws and SMH procedures.
  • Identify and review services requiring pre-authorization or pre-certification by Medicare, Medicaid, commercial, and managed-care payers.
  • Communicate with physician offices and use appropriate technology to ensure eligibility requirements are met before services.
  • Analyze rejected account reports to resolve eligibility issues, secure reimbursement, or determine financial-assistance eligibility.
  • Orient and cross-train others within the assigned area as directed by management.
  • Assist other areas within the unit or department during special needs or staffing shortages.
  • Provide coverage for the SMH Financial Lobby Office when required.
  • Develop and maintain comprehensive knowledge of the health system organization and complete assigned annual organizational education.
  • Meet expectations for productivity, accuracy, and point-of-service collections.
  • Attend quarterly department meetings unless absence is approved by management.
  • Perform pre-registration functions and other related duties as requested or assigned.
Desired Qualifications
  • One year of business office experience, including patient access, billing and collections, insurance principles and practices, or accounts receivable.
  • Previous Patient Access experience.
  • Knowledge of medical terminology, CPT procedural coding, ICD-10-CM diagnosis coding, and hospital billing claims.
