Requirements
  • Experience estimating large projects valued at $50 million or more using all delivery methods.
  • A minimum bachelor's degree in Construction Management, Civil Engineering, Environmental Engineering, or a similar degree.
  • Experience operating estimating software such as AutoCAD, Primavera, Timberline, and WinEst.
  • Moderate to high proficiency operating Microsoft Excel, Microsoft Outlook, and Microsoft Word.
  • Ability to work largely independently, remain self-motivated, demonstrate initiative, and manage multiple deadlines simultaneously.
  • Ability to work as part of a team throughout the pre-construction stage.
  • A valid driver's license for occasional required travel.
Responsibilities
  • Analyze, prepare, and review bids, including earthwork, utilities, mechanical piping, and amenities, for heavy civil roadway, highway, and bridge projects.
  • Assess the cost effectiveness of products, projects, or services.
  • Track actual costs relative to bids as projects develop and track commodity pricing that may impact costs before bidding or during the buyout phase.
  • Consult with clients, vendors, and personnel in other departments to discuss projects, formulate strategies and estimates, and resolve conflicts.
  • Confer with engineers, owners, contractors, and subcontractors regarding changes and adjustments to cost estimates.
  • Review plans and specifications for general compliance and standard industry practices for utility and water/wastewater treatment plant projects.
  • Review and understand all correspondence required during the bidding phase, including plans, specifications, bid forms, requests for information, clarifications, and addenda.
  • Administer full-cycle take-offs and pricing for assigned divisions, coordinate with subcontractors, evaluate bids, prepare bids, and submit bids, including when only 30–60% plans are available.
  • Maintain a directory of suppliers, contractors, and subcontractors for assigned divisions using SmartBidNet software.
  • Prepare sub-bid analysis documents for the project team to qualify sub-bids and materials.
  • Prepare electronic estimates, including preliminary cost information.
  • Prepare documentation and estimates for management planning, organizing, and scheduling of work.
