ICF is seeking an ARPA Project Manager with experience in Federal grants management, government grant accounting, or similar work to support state and local governments with designing, operating, and ensuring compliance for their US Treasury funded ARPA grants. This is an opportunity to be a part of a project management team that is making a significant impact on behalf of state and local government recovery operations working to optimize federal pandemic relief resources.
In this role, you will have the opportunity to lead an ICF team and support the mission, business, service, and operational needs of our clients. ICF’s Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters. Our functional expertise is in program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering United States Department of the Treasury - Coronavirus State and Local Fiscal Recovery Funds (SLFRF), Capital Projects Fund (CPF), and other American Rescue Plan Act, CARES Act, and federal infrastructure funds.
This position is 100% Remote with up to 25% travel in the United States. Resumes should reflect obvious minimum qualifications for consideration.
Responsibilities:
Lead ICF and client staff to develop and implement policy guidelines, report templates, and other program documents and processes in compliance with applicable federal regulations.
Serve as lead support to the client for managing subrecipients, ensuring proper communication of reporting requirements.
Manage ICF staff, prepare all deliverables as needed, review all deliverables prepared by others, and manage and ensure the procedures are in place to serve such critical functions as:
- Monitor and track the program, program delivery, accounting, and internal operations for fraud, waste, and abuse as well as any duplication of benefits.
- Build and maintain effective relationships with internal and external stakeholders to help manage contracts, budget reallocation, and reporting management in alignment with the expectations of the program.
- Ensure required documentation is retained, with appropriate data protections and clear organization for ease of retrieval.
- Provide technical assistance to the client on management of its federal natural and coronavirus recovery grants.
- Develop program performance reports and analysis and identify areas for improvement.
- Ensure the client has all reports and status updates needed to support project delivery on disaster recovery/data analytics, including partnering with ICF subject matter experts.
- Develop project work plans, schedules, and other planning documents to meet client objectives and requirements.
- Identify and foster opportunities to build equity into the design, delivery, and closeout of federally funded programs.
- Lead teams to ensure deliverable deadlines are met.
Minimum Qualifications:
- Bachelor’s Degree
- 10+ years’ experience in federal grant management, including 2+ years’ experience with responsibility for ensuring program compliance or closeout related to grant management of US Treasury Funds (Coronavirus Aid, Relief, and Economic Security Act (CARES Act) /American Rescue Plan Act (ARPA), State and/or Local Fiscal Recovery Funding, Capital Projects Fund)
- 2+ years’ experience as a project manager
- 3+ years’ experience applying 2 CFR 200 regulations or Certified Grants Management Specialist (CGMS) Certification.
- 2+ years’ experience developing and finalizing content for presentations, manuals or guidance for multiple audiences.
Preferred Qualifications:
• Bachelor’s Degree in public policy, business, finance, or related field
• Experience in federal grant management that includes compliance and reporting.
• Understand all the components of the grant life cycle and how to manage the cycle to meet performance expectations and goals.
• Experience in managing federal grant(s) greater than $50 million.
• Experience engaging with non-profit organizations, housing authorities, public health organizations, or related entities.
• Experience working with state or local governments, Tribal governments, and/or rural areas.
• Experience with determining unmet needs and allocating funds to programs to address the needs in local communities.
Professional Skills:
• Experience with Microsoft Excel (including the use of pivot tables and advanced formulas) and Microsoft PowerPoint.
• Experience with Office Suite and ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems).
• Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances.
• Excellent writing and presentation skills, with experience providing training on complex subjects to multiple audiences.
• Strong analytical skills and providing reports, assessments, etc. from the analysis.
• Self-motivated; ability to work independently.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$102,285.00 - $173,884.00Nationwide Remote Office (US99)
