Requirements
  • A bachelor's degree in Business, Public Administration, Management, Logistics, Supply Chain Management, Operations Research, Engineering, or a related discipline is required.
  • Eight or more years of professional experience supporting Army logistics, such as water and fuel logistics, Department of War logistics, or other complex government organizations, is required.
  • Experience conducting operational analysis, readiness assessments, program evaluations, or organizational assessments is required.
  • Strong analytical skills, including proficiency with Microsoft Office Suite and experience using spreadsheets, databases, and collaboration tools, are required.
  • Ability to gather, analyze, and synthesize information from multiple sources into concise, actionable recommendations is required.
  • Experience developing executive-level briefings, reports, and presentations for senior Army or Department of War stakeholders is required.
  • Ability to coordinate with multiple stakeholders and work effectively within cross-functional teams is required.
  • Ability to work independently, maintain attention to detail, and manage multiple priorities in dynamic operational environments is required.
  • Familiarity with Army systems such as Vantage and GCSS-Army is required.
  • Availability for occasional travel is required.
  • An active Secret security clearance is required, and applicants must be U.S. citizens.
Responsibilities
  • Support Army water and fuel logistics programs through strategic policy, planning, resourcing, and strategic initiatives.
  • Conduct research and analysis to evaluate water and fuel logistics operations, organizational performance, operational trends, and emerging issues affecting sustainment.
  • Collect, consolidate, and analyze information from multiple data sources to support executive decision-making and program recommendations.
  • Develop executive-ready briefings, reports, decision papers, presentations, and other written communications supporting Army water and fuel logistics initiatives.
  • Support the development, implementation, and continuous improvement of water and fuel logistics policies, procedures, and organizational initiatives across the Army enterprise.
  • Coordinate activities and recommendations across multiple Army organizations and stakeholders to support enterprise logistics objectives.
  • Monitor project activities, milestones, deliverables, and action items for water and fuel logistics efforts to ensure timely execution.
  • Facilitate meetings, working groups, and collaborative planning sessions focused on water and fuel logistics while documenting decisions and tracking follow-up actions.
  • Synthesize complex operational and analytical information into actionable recommendations that improve water and fuel logistics readiness, mission performance, and organizational effectiveness.
  • Develop performance metrics, dashboards, and analytical products to support leadership visibility and informed decision-making for water and fuel logistics programs.
  • Support planning activities related to water and fuel logistics readiness, sustainment, capability assessments, and program integration.
  • Support business development activities, including market research, proposal support, solution development, and client engagement related to Army water and fuel logistics.
  • Perform additional consulting, analytical, and project support activities as assigned.
Desired Qualifications
  • An advanced degree in Business, Public Administration, Management, Logistics, Supply Chain Management, Healthcare Administration, Operations Research, Engineering, or a related discipline is preferred.
  • Ten or more years of experience supporting Army logistics or other Department of War organizations is preferred.
  • Experience supporting headquarters-level logistics planning, program management, readiness, sustainment, or enterprise integration is preferred.
  • Experience developing dashboards, performance metrics, executive reporting, or data visualization products is preferred.
  • Familiarity with business process improvement, workflow modernization, automation, or digital transformation initiatives is preferred.
  • Experience facilitating cross-functional working groups and stakeholder engagements is preferred.
  • Research, writing, briefing, and staff coordination skills are preferred.

The company said its financial fundamentals will be strengthened by the professional experience Acton brings, which covers close to three decades in financial leadership, including 25 years in government contracting. Who is David Acton? Before joining RIVA, Acton was CFO at defense information technology firm ISI. He served the same role for seven years at Suntiva, which has since been acquired by LMI, as well as at companies including Navstar, Johnston McLamb and Edge Technologies. He briefly served as CFO and COO at Avant-Garde Technology Solutions from 2008 to 2009. Acton worked as vice president of finance at SiloSmashers and A-TEK.
