- Experience managing safety on projects involving street lighting, traffic signals, intelligent transportation systems, fiber optics, variable-message signage, bridges, or tunnels.
- Experience conducting and documenting accident and incident investigations and developing corrective action plans.
- Familiarity with New York City-specific permitting, flagging requirements, and active traffic management protocols.
- Ability to develop and deliver safety training programs and toolbox talks tailored to roadway field crews.
- Strong written and verbal communication skills and the ability to interact professionally with regulatory agencies, clients, and field personnel.
- Serve as the primary safety leader for all Roadway and Outdoor Specialty division projects, including street lighting, intelligent transportation systems, traffic signal, bridge, tunnel, airport roadway, and light-emitting diode conversion work across New York City.
- Develop, implement, and continuously improve division-specific safety policies, procedures, and training programs aligned with MUTCD, OSHA, NYC DOT, Port Authority, and MTA requirements.
- Review, approve, and oversee Temporary Traffic Control plans, work zone layouts, and lane closure permits to protect workers and the traveling public.
- Conduct and oversee pre-task planning, toolbox talks, Job Hazard Analyses, and Safety Work Plans for active roadway and outdoor construction sites.
- Perform regular field audits, site inspections, and compliance walkthroughs across division project sites, identify hazards, and ensure immediate corrective action.
- Lead accident, incident, and near-miss investigations; produce detailed written reports and implement corrective action plans to prevent recurrence.
- Collaborate with project managers, superintendents, and field crews to integrate safety requirements into project planning, scheduling, and execution.
- Serve as the primary point of contact for regulatory agencies including NYC DOT, New York State Department of Transportation, MTA New York City Transit, Port Authority, OSHA, and client safety representatives.
- Deliver and coordinate OSHA-required training and division-specific safety certifications and maintain current training records for field personnel.
- Track, analyze, and report division safety metrics and incident data to senior leadership; identify trends and lead initiatives to reduce incidents and improve safety performance.
- Ensure compliance with flagging, traffic control, and high-visibility personal protective equipment requirements on active roadway work sites.
- Support emergency response planning for roadway operations, including after-hours and storm recovery work in high-risk, active-traffic environments.
- NYC DOT Permit Holder or Traffic Control Plan experience.
- A bachelor's degree in Occupational Safety, Construction Management, Engineering, or a related field; equivalent experience will be considered.
