Requirements
  • A valid New York State License as a Professional Engineer
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work
  • At least two (2) years of experience in an executive, managerial, or administrative capacity
Responsibilities
  • Overseeing the administration and operation of a significant subset of projects within a Water System Capital Program directorate
  • Managing a portfolio of upstate Water System Capital Program projects
  • Directing the oversight of the planning, design and construction of major capital construction projects
  • Ensuring that all prepared schedules, reports, and work products conform to the scope of work
  • Supporting the preparation, negotiation, and processing of appropriate modifications to Consultant Contract scope, cost, and schedule for successful project completion
  • Ensuring that Environmental Health & Safety is incorporated throughout the project lifecycle
  • Implementing all project delivery procedures and coordination with all the bureau support divisions
  • Monitoring key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics
  • Serving as an Acting Portfolio Manager in the absence of the Portfolio Manager
  • Participating in bureau-wide programs/initiatives
  • Performing program/project delivery tasks requiring more experience
  • Ensuring close coordination, consistency, and communication within the portfolio
  • Evaluating and recommending cost-effective alternatives to meet project goals balancing scope, cost and schedule constraints
  • Demonstrating critical thinking skills and effective independent data analysis
  • Maintaining excellent oral and written communication skills
  • Being flexible in assignment of work responsibilities
  • Performing fieldwork, which may require standing, and walking on uneven surfaces, steep slopes, stairs, in all weather conditions
